One of the most wonderful, delightful and proud moments in my life when i got recommendation letter from the Goa public service commission (GPSC) for the appointment of the prestigious post in Goa DEPUTY CAPTAIN OF PORTS, GOA. Let me dedicate this success to my daughter “Shrushti” without whom I would have not been the complete father. (It is said a man is not a complete father till he gets the daughter) Grateful to my Mummy and Daddy, my brothers, My wife and in laws who stood by my decision to quit sailing. And thanks to all my relatives and friends for their wishes, blessings and prayers. Now awaiting Appointment letter from the Government of Goa. (Its like I know I pass the exam but waiting for the certificate) A Government servant is a Servant of the public A brief summary of my interview. Very Interesting and informative. The practical questions and my truthful answers. There were twelve candidates of which three were short listed. Most of the questions were on the challenges faced by Goa Maritime Industry and Environment. There were Five Panelist, of which one was an shipping expert from Mumbai, Secondly , Captain of Ports:Capt. James Braganza, Third in line was the Chairman of GPSC, Fourth was an Konkani language Professor and a writer. Finally Fifth was the Under Secretary to the Government of Goa. As Usual I greeted them with my genuine smile The First question from the Chairman of GPSC Come on tell me something about yourself I started with how I came up in life … then about my beautiful seaside village and our fishing business…where once upon a time my family members were forced to face the challenges at sea during our childhood days till a person in my life …. the turning point in my life and career, then the struggle in Mumbai to get the first break in shipping as Radio Officer followed by another struggle of changing over from Radio Officer to Deck Officer....sailing with different companies… great people … great experience and Finally Master Mariner. Q:What made you quit sailing? A:My Newly born daughter. I had been down from Malaysia Petronas just to be with my wife during her delivery. The Moment was the richest when the nurse handed over my newly born daughter in my arms while my wife was still in the operation theatre. I wouldn’t have enjoyed these moments had i been on board. Money will come and go but these moments wouldn’t. I decided to be with my cute baby and wife to enjoy the moments because all my life i was after my career and money. My daughter made me realized money is not everything. Coincidently My Visa got rejected for not having sufficient pages on my passport. New passport were applied for , issued after 3 months. In the meantime i got a break on Casino Pride ..happy to be with my family.( I could see all five panelist were curiously listening). Last year my neighbour who is a IV barge master came with the news paper showing me the adv.. put by GPSC for the post of Deputy Captain. I casually filled without any expectations. The call took almost a year. Since last two years, been on Casino Pride and during holidays did short sailing..delivery voyages. Q: Do you know that mining ban in Goa affected Goa’s Maritime industry and other related business? A: Yes: Do you have any other alternative to this business? A. Yes, Govt of Goa should build infrastructures in the interior of the rivers so that inter state goods can be transported by sea where barges can be utilized as cheap carriers. Eventually Mining export will be over or ban for our own steel industries where our own raw materials will be insufficient.( One of the panelist said Govt has approved 26 such jetties in the interior of the Goan rivers). Q: How about the pollution caused by casinos? A. No casino vessels cause any sort of Marine Pollutions because vessels are under Merchant shipping Act 1958. The rules and regulations as per Maritime Pollutions are being complied with. Q: how about Sewage Pollution generated by Casinos? A. Casino vessels discharge sewage to the feeder boat where Feeder boat further discharges the same to Shore reception facilities and entries are being made in the log books. ( I paused for a while and asked them a question)..The whole Goa points fingers to the pollution caused by Casinos which is not the case. What about Sewage generated by Fishing trawlers about apprx 1000 in numbers having average crew of 8 plus 500 barges with same number of crew . Massive sewage being generated by Barges and Fishing trawlers causing extensive damage to the marine environment .Not a single issue being raised by anybody. Q: Do you write articles on newspaper? A: No, not on the newspaper but recently started writing to my friends on facebook. (One of the panelist suggested me to start writing such articles on the newspaper which I replied positively). Q; Why do you think people get ruined on Casinos? A: Casino is an entertainment industry. People should gamble for fun not for living. Those who decides to make his career out of gambling had to face lots of factors such as greed, emotions, sentiments, stress but the basic reason is No human being like to accept the defeat so easily and the fighting mentality will take more time to accept the defeat. In order to recover his losses he keeps on playing without giving up till the time he realizes he is totally ruined. The day he knows he is totally ruined, Negative energy takes control of himself. He thinks of suicide or something negative. Q: Is there a solution to this problem where one can be avoided from getting ruined? A: Yes, money Management. Q: What do you mean by Money Management. A: ( Gave an Example of Salaried person). If a person is earning say xx amount of rupees he should keep aside his EMIs, House hold expenses, and the remaining free balance can be put to risk if he so desires. He should put a stop on himself the moments his free balance is over. He should think of going to casino the next month if he is so passionate. Q: Did you work in any research ? A: ( I liked their complimentary questions. Never told them I do technical analysis of stock market) Smiling, I said No, but told them I am used to carry out risk analysis on board for safety purpose in order to carry out any task safely. Q: Do you see any safety Bypass in Goa. A: There is nothing known as safety in Goa. Nobody value nor care safety in India. The great example is of our own Goan traffic police. Any motorist caught without helmet is fined and issued receipt which is valid for the whole day. After issuing the receipt, Police themselves says that motorist is safe for the whole day without helmet. is he really safe without a helmet for the whole day was my question mark ( One of the panelist commented Helmets are given to cover the mirror glasses, other panelist burst out with laughter even I mixed with them.) Q. Finally the test of real Goan. The Konkani language professor asked me whether I knew Konkani ( Local language of Goa)? A: Yes, I studied in Konkani during my school days. Q: Tell me the names of two authors? A. ( I thought for a while, started searching my memory card of 1991, Slowly the answers were on my Mouth) Bakibab Borkar and Sardessai. Q. Do you read Konkani newspaper, if so which one? A. Yes, Sunaparant.( Konkani daily) He gave me the same newspaper and asked me to read and translate the same in English. I did very comfortable. Finally He asked me to write my name and address in Konkani on the white board hanging behind me. (The teaching to my son on Hindi and Konkani subjects helped me to write my name and address in Konkani comfortably). Q. The Marine expert asked me whether Goa is safe from Terrosist attack having the marine police of Goa. A. Goa is most vulnerable place for attack being a tourist place unless we have high level intelligence .The Goan Marine police are still slow . Q. What do you mean by high level intelligence. A. Very effective spy agent who should be able to give us the information the moment terrorist are out to attack. Finally the chairman said some beautiful words.. You are professionally so sound where have you been so far. I had no words to express but stood up and said thanks to everybody for your valuable time and allowing me to express my genuine feelings and thoughts. Only time will tell what lies next in my future box…
