With the "Cost of Care" law, anyone charged with animal abuse will quickly go before a judge to determine if the owner will surrender his animals (in which case, thankfully, they can be adopted instead kept in a kennel during a long court case) or whether the owner wishes to keep his animals. If he keeps them, he must pay up to $15 / day plus approved veterinary costs until his case closes. Some recent cases in Pennsylvania show the exorbitant costs associated with the care of animals during a court case.
