Mayor de Blasio and Schools Chancellor Carmen Fariña are smartly using the enrollment of 53,000 4-year-olds in pre-K to encourage more parents to apply for the city’s gifted and talented kindergarten classes. Admission to G&T programs starts with a child taking a test administered one-on-one by a teacher. Kids who score 90 or above are eligible for placement in district K through 5th grade programs, with children who score 97 and up winning the ability to apply to citywide schools. Parents in some middle and upper-income neighborhoods have flocked to G&T. Just two, the Upper East Side and Upper West Side, account for roughly 20% of all test-takers. Meanwhile, in some districts, notably in the Bronx and central Brooklyn, only a handful take the test, and a tiny of number of kids have scored high enough to win seats. Often, they have still been denied admission because schools had too few children to support a program. De Blasio and Fariña are having the Department of Education give G&T application handbooks to the parents of all pre-K kids.
