Broadcasters criticized Butuan KBP prexy in handling the press conference over Yanna Chan’s issue, ordeal by Ben Serrano August 16, 2014 BUTUAN CITY- Broadcaster members of the Kapisanan Ng Mga Brodkaster Ng Pilipinas (KBP) took turned on criticizing their own president, KBP Butuan City- Agusan del Norte President Carlito Kho who presided the press conference called by the controversial Butuan Doctors Hospital Friday afternoon. Butuan Doctors Hospital (BDH) here on Friday has called for a press conference over Jannary “Yanna” Chan’s ordeal and right at the press conference BDH officials denied their staff did not demand a down payment thus it allegedly refused admittance and confinement after the patient, Jannary Yanna Chan, arrived at the hospital in an ambulance. BDH legal counsel Atty. Rodolfo Ato and BDH Hospital Director Purita Escobar categorically denied BDH refused admittance due no deposit by claiming their doctor even went inside the ambulance to check Chans condition. They said the patients mother allegedly failed to produce a referral from San Francisco Hospital that would have allowed the patient to be transferred to the Butuan Doctors Hospital. The hospital management insisted that no discussion regarding the down payment transpired between their staff and Chans mother, and that she decided to leave the hospital at her own discretion. During said press conference, Butuan Doctors Hospital management, however, admitted that they have a policy of requesting a down payment from patients upon admission to the hospital. But Yannas mother, Tuts Salarda Chan insisted she has witnesses that Butuan Doctors Hospital authorities allegedly refused admittance and confinement of her late daughter Yanna because of the failure to come up with P30,000.00 required cash deposit. They rejected us, me simply because my available cash on hand was only around 8,000- 10,000 and they demanded for 30,000.00 deposit on that very hour that we went to Butuan Doctors Hospital Mrs. Chan said. In a live radio broadcast heard by thousands of listeners here in Butuan City and nearby areas this Thursday (August 16, 2014) morning aired over several radio stations most prominently at Radio Mindanao Network’s DXBC, KBP members and broadcasters Archer Capadiso, radio anchorman of DXBC, DXBC station manager Ramil Banguis and Radyo Ng Bayan anchorman Al Villaseran criticized their KBP president in handling said press conference. Capadiso in his editorial piece aired over local radio station DXBC this Saturday monring said that instead of the local KBP President will help ferret out the truth and give opportunity of the local newsmen who attended the press conference to ask questions, Kho allegedly sided with the controversial hospital by signalling to the attending Butuan Doctors’ Hospital officials to immediately leave the press conference venue at the Butuan Doctors Hospital’s conference room. “Clearly officials of the Butuan Doctors’ Hospital attending the press con is covering up for something or hiding the truth and what is worst is that here is a media personality like Mr. Carlito Kho who are expecting to help public ferret out the truth of the Butuan Doctors’ Hospital issue is siding with the hospital by limiting the local newsmen to ask questions and even signalled the hospital officials to leave the press con. On why Mr. Kho was siding with the hospital instead with the truth, puzzled us” Capadiso in Visayan dialect in his radio program this morning said. Capadiso’s station manager Ramil Banguis of DXBC who is KBP Vice President for Ethics and Discipline of KBP Butuan City chapter also criticized Kho for limiting and barred newsmen who attended the news conference on Friday to ask questions being the moderator of the news conference. Banguis in his radio program aired live this morning over radio station DXBC challenged Kho to explain to the public on his actuations saying Kho being their KBP president is expected by the listening public to side with the truth not limiting questions or queries from newsmen. Local government owned radio station DXBN anchorman Al Villaseran for his part also criticized both Butuan Doctors’ Hospital officials and their KBP president Carlito Kho saying he was dismayed in the way Kho was handling the press conference saying Kho being also a PCSO official knew the Jannary “Yanna” Chan issue was a matter of public concern and the public deserves no less than but the truth and to be heard. In his radio program, Villaseran now challenged concerned government agencies to conduct an impartial, in-depth probe and tell the public the real score of the issue. This developed after regional offices of the DOH and the Commission on Human Rights (CHR) announced to the public yesterday in their press statements that they will conduct investigation of the Tuts Salarda-Chan case involving her 10 year daughter Yanna who died after allegedly denied confinement after failure to make required cash deposits. In a press statement, Atty. Peter Elizalde, legal officer of the Commission on Human Rights Caraga regional office based here in Butuan City claimed that CHR will also look into the possibility of charging Butuan Doctors Hospital violation of the Anti-Child Abuse Law aside from violation of R.A 8344 an act that barred both public and private hospitals from asking deposits thus refused admittance and treatment. The CHR lawyer claimed refusal to provide or give medical treatment especially in an emergency situation to a child or minor were both criminal and administrative grave offense under R.A. 7610 or Anti-Child Abuse Law. But broadcasters Banguis, Villaserran and Capadicio in their respective live broadcast radio programs aired this Saturday morning in their respective radio stations claimed government agencies must also investigate rampant practices of both private and public hospitals of not admitting patients due not paying required cash deposits by said hospitals. They claimed the Tuts Salarda Chan-Butuan Doctors Hospital controversy was not the first time to happen here in Butuan City and the rest of Caraga Region as countless victims have died and suffered due refusal of said hospitals to admit patients especially on emergency cases because all victims failed to make complete cash deposits to said hospitals. Concerned citizens and public callers on local radio stations here claimed it is not only Butuan Doctors Hospital that must be investigated but other hospitals too thus they cited private Manuel J. Santos Hospital, Holy Child Hospital, Maternity Hospital, Agusan del Norte Provincial Hospital, Butuan Medical Center and others as violators of both Republic Acts 8344 and 7610. They claimed if there will be mass investigations initiated by a third, impartial party that is fair, not scripted and no none sense probe, they will all come out provided their safety will be guaranteed saying owners of said hospitals are wealthy and politically influential.
