Budget loophole? Congress’ new omnibus spending bill includes $85 billion for the Defense Department’s overseas contingency operations (OCO) budget, which is $5 billion more than what the White House requested. One observer notes, It appears Congress used the OCO loophole to increase the base defense budget without breaching the budget caps they just agreed to. It’s also the first increase to the OCO in four years, which had been shrinking as the U.S. wound down its involvement in the Afghanistan and Iraq wars.
