MAJOR TASKS, DUTIES, AND RESPONSIBILITIES: Ensures complete and timely plan reviews and inspections. Supervises, trains, assigns work responsibilities, hires and evaluates employee performance of building plans examiners and inspectors. Continuously evaluates plan review and inspection processes to maximize efficiency, for example, hiring part-time back-up inspectors or implementing an expedited plan review program. Thoughtfully considers, and when appropriate accepts or suggests, alternative approaches proposed by designers and builders that accomplish the purposes of the codes adopted by the City Council. Participates with other City staff and others involved in the land development and building processes to ensure cohesive City actions and responses. Consultation involves the Permit Counter Supervisor, Fire Protection Districts, Planning Manager, Engineering Review Supervisor, Zoning Enforcement Supervisor, City Engineer and others. Evaluates proposed designs using personal experience and knowledge, International Code Council resources, building and materials associations, independent organizations and other expert input. Consults with architects, engineers, contractors, and property owners concerning construction . Develops and supports a non-bureaucratic staff culture of cooperating with private parties to accomplish their building and land development goals in a manner consistent with the intent of the codes. Acts as staff liaison to the Lakewood Board of Appeals. Participates as an active member of the Engineering Division management staff by attending staff meetings, participating in goal setting sessions, and disseminating and receiving information on an on-going basis. In coordination with the Emergency Manager, participates in post-disaster damage assessment and pre-disaster training exercises. Represents the City and the division at public, professional, and association meetings.. Prepares the annual budget for Codes Administration, establishes goals, and monitors progress. Updates Title 14 of the Municipal Code, including consultation with Fire Protection Districts for consistency, and prepares ordinances for adopting updated International Codes. Must be able to interact with others in a positive manner. Requires regular and prompt attendance. ORGANIZATIONAL RELATIONSHIPS Supervision Received Receives general supervision from the City Engineer. Supervision Given Supervises Building Inspectors and Plans Examiners. ESSENTIAL QUALIFICATIONS: Education Bachelors degree in Construction Management, Architecture, Engineering or Building Technology is preferred. A record of continuing education, professional development and involvement. Experience Three years increasingly responsible management or administrative experience in the regulation of building construction. Five years of experience with enforcement aspects of municipal regulations and ordinances pertinent to building construction. Strongly prefer two or more years of supervisory experience. Licensure/Certification/Registration International Code Council Certification as a Certified Building Official or Certified Building Code Official. Valid drivers license and good driving record. KSAS AND PHYSICAL/MENTAL REQS: Other Knowledge, Skills and Abilities Ability to supervise, manage and administer a wide range of people. Expert knowledge of codes and ordinances pertaining to building construction. Strong knowledge of management and administrative principles. Ability to work as a team player and to cultivate teamwork among others. Ability to demonstrate a professional demeanor including strong interpersonal skills. Excellent written and oral communication skills. Proficiency in use of a personal computer for technical and managerial tasks. Criminal background check is required. PHYSICAL AND MENTAL REQUIREMENTS PHYSICAL REQUIREMENTS Lifting and Carrying Occasional lifting equipment and supplies weighing from 2 to 10 pounds will be required. Body Positions Moves around City Hall frequently. Occasional fieldwork requires squatting, reaching, bending, climbing and moving about construction and/or building sites. Hearing Must be able to respond to the phone and audible signals from equipment. Vision Must be able to read handwritten materials, enter data into computer, etc. MENTAL REQUIREMENTS Mathematics Must have all computational skills for plan review and design as well as budget preparation and oversight. Remembering Must remember past approaches to ensure consistency and must remember policy and technical procedures for frequent application. Language Ability Must be able to read and interpret code-related terms and drawings, to write with appropriate format and grammar on memos, letters and reports, and speak and listen to communicate with city staff, the public, engineers, contractors, applicants, and others. Must be able to explain complex concepts to others. Must write timely and accurate performance reviews. Reasoning Must make decisions using judgment to ensure balance is achieved between regulations, common sense, public and private interests. WORK ENVIRONMENT Work is performed with general independence under the guidelines of the City Engineer.
