Bunge Updates... Cabinet Secretaries off the hook..... Tuesday morning is committee time.... In Legal we discussed the Presidents Memo on the Statute Law Misc Amendment Bill, there are provisions he did not agree with.... In Budget Committee we had the Auditor General - It is sad that absorption rate of development funds continues to be low, partly because of the procurement law and more because of poor planning and weak managerial oversight... In a country where we have limited development funds and where we need rapid development, how can we have low absorption capacity.... In simple terms we have incomplete projects and slow pace of development... Its bad we cant correct this as the Cabinet Secretaries have been excused from coming to the Committee of General Oversight which was the best accountability model with live coverage... Committee system is not as effective.... I wonder why Cabinet Secretaries are afraid of the public they serve... What is difficult in explaining the work you are doing and the decisions you have taken on projects... In the afternoon we had the Speaker giving a ruling on how we will proceed now that the Committee of General Oversight has to be put on ice.... Cabinet Secretaries have been let off the hook... I still hope they will work hard to deliver... Mining Bill under 3rd reading....
