Bureaucracy 101. This sounds like one of those infomercials pushing Amazing weight loss in just 5 minutes a week. I had a similar experience when my kids were in school during the Profile of Learning era. My 10th grader had one class that was 10 weeks American History and 4 weeks of job hunting skills. Silly me asked how those two things were related, and I was told it was necessary to meet Profile requirements, but not to worry, they were going to cover 14 weeks of American History study in 10 weeks.
