The report, conducted by the Treasury Inspector General for Tax Administration (TIGTA) J. Russell George , estimates that between $13.3 and $15.6 billion in improper payments were made in fiscal year 2013 by the IRS. “The IRS can and must do more to protect taxpayer dollars from waste, fraud and abuse,” said George of his findings. The tax credit in question is the Earned Income Tax Credit, which is geared towards helping low-income families.
