By 1884, claims to the US Government for lost or missing horses from the Civil War was out of control. Horse owners would hire agents to negotiate with the government on their behalf in an attempt to recover the value of the horses, and then the agent would take a portion of the compensation gained as their fee. Obviously, there were people who would inflate the cost of the horse to enrich themselves, and so the agents were required to be certified. Incredibly, that law is still on the books. Now, the Obama Administration is in court trying to claim that tax preparation specialists–from H & R Block, right down to Marci’s Hometown Tax Preparation– become your representative to the government by simply completing forms for you, and then giving them back to you to sign and send off to the government.
