By Emily Summars House floor passes special rule The House passed HR1004X, which creates a special rule for certain Senate bills, during floor session Friday morning. HR1004X, by Pam Peterson, R-Tulsa, creates a special rule that applies to SB002X, SB004X, SB006X, SB007X, SB0010X, SB0011X, SB0012X, SB0013X, SB0014X, SB0015X, SB0016X. The measure states questions and answers will total no more than 180 minutes for all measures in the special rule. The bill prohibits floor amendments to be presented of considered by the House. The bill states not more than 10 points of order or inquiry may be raised by a member of each political party. The bill states the special rule takes precedence and is effective Monday, September 9 with the special rule terminating upon completion of consideration of the measures named above. The same rules applied to House bills considered on the floor under HR1002X. The Senate bill are expected to be considered Monday when the House reconvenes at 9 a.m.
