This document dated in 1966 explains the covert weather manipulation plans of the US Government going back to 1956 and the contractors and universitys involved in detail. It breaks down the many issues including the biological consequences, species disruption and the social impact to the planet. It brings to light that all most, all of us have NEVER KNOWN completelly Natural Weather.
