By on-set of the return to civil rule in 1998, this widespread sense of alienation had inspired militias and vigilantes in different parts of the country. The return of electoral politics deepened this trend as many politicians openly deployed different forms of violence in seeking and winning public office. The coincidence of the prolonged period of military rule, increasingly incapable public institutions, largely unregulated political contestation, and the rise of vigilantism now confronts Nigeria with the greatest threat to its existence and unity since the end of the Civil War in 1970. In the north-central states of the Middle-Belt of Nigeria, inter- communal and ethnic conflicts have deepened as the effects of climate change have driven pastoralists from the Sahel region down south and magnified conflicts between sedentary and traditional populations.
