CABINET APPROVED THE PROTOCOL HANDBOOK OF THE GOVERNMENT OF THE REPUBLIC OF UGANDA ON 31ST JULY 2013. There has not been an official instrument to guide the conduct of protocol and diplomatic etiquette by government officials. The government structures and activities have expanded and so has the state and diplomatic functions. This has called for adoption of protocol handbook to provide basic guidelines, and standardized reference for all protocol related matters. The protocol handbook is intended to:- • Guide government officials in planning, organizing, conducting, and attending various state events. • It is also intended to guide officials in dealing with diplomatic missions, international organizations and other foreign government entities. • Enhance a culture of etiquette commensurate with international standards. • Create awareness about National instruments, symbols and monuments. • Create awareness about the treatment of diplomats in Uganda and the administration of diplomatic immunities and privileges • Provide a set of guidelines to Government officials when they travel abroad. The ministry of Foreign affairs is to issue guidelines to all government Ministries, Departments and Agencies (MDAs) to internalize the provisions under the handbook and use them as reference document on matters of protocol. The ministry will also issue guidelines to all institutions of learning on the appropriate anthems to be sung at functions held at these institutions.
