SB 491 will allow California’s 17,000 nurse practitioners to continue to provide quality health care but without the outdated state law that requires direct supervision by a physician. AARP supports SB 491 because it recognizes the education and training of nurse practitioners prepares them with the skills and capabilities to provide high quality health care. California is taking the lead in implementing the Affordable Care Act (ACA). SB 491 will help implement the ACA and ease a state health care system that is already experiencing a shortage of primary care providers by expanding the role of nurse practitioners. AARP is committed to championing access to affordable, quality health care for all Californians. Seventeen (17) other states have passed similar laws with no decline in the quality of care provided to patients. Studies by the Institute of Medicine of the National Academy of Sciences confirm that nurse practitioners provide cost-effective and safe care for their patients. By removing the supervising physician requirement, nurse practitioners can provide basic health care services such as chronic care management areas where there are few physicians such as rural areas, community clinics, and in other under-served areas.
