CANADEM has received a Standby Partner request from WFP to deploy an Emergency Preparedness Officer(Ebola response) to Dakar, Senegal. Kind Regards, Pantiwa TOR: WFP- Emergency Preparedness Officer-P4- Dakar, Senegal Duties: Reporting to the OMD Ebola Regional Response Coordinator, and maintaining functional links with ODEP and VAM, the Regional Emergency Preparedness Officer (EPO) will support WFP emergency preparedness in the countries affected by Ebola, and in those neighbouring countries most at risk. Ebola affected countries currently include: Liberia, Guinea, Sierra Leone. Countries at risk include: Benin, Burkino Faso, Ivory Coast, Guinea-Bissau, Mali and Senegal. Broadly, the EPO functions cover: • Emergency Preparedness and Planning Response (EPP) • Early Warning (EW) • Contingency Planning (CP) and Operations Planning Outputs will focus on the following priority areas: • Scenario planning for WFP operations in the three most affected countries (Liberia, Guinea, Sierra Leone) in coordination with key operational partners. This work would be done in support of WFP Country Offices, and under the supervision of the WFP Regional Bureau. It will also be done in close collaboration with VAM, taking into account relevant food security data as it emerges. • Support WFP country offices in neighbouring countries to develop preparedness plans, in coordination with Governments and UIMCT partners in: Benin, Burkino Faso, Ivory Coast, Guinea-Bissau, Mali and Senegal. Prioritization of countries to be done in consultation with OMD. • Contribute to VAM/assessment missions and analyses, developing indicators to assist in the identification of community risks and vulnerabilities, and to identify community risk mitigation strategies that can be supported through programming. Expected Outputs • Contingency and/or operational plans for the most likely scale-up scenario for the most affected countries (Liberia, Guinea, Sierra Leone). • Contingency plans for the neighbouring countries at risk: Benin, Burkino Faso, Ivory Coast, Guinea-Bissau, Mali and Senegal. QUALIFICATIONS The Regional Emergency Preparedness Officer will have at least 8 years of international experience in issues relating to humanitarian assistance, emergency preparedness, contingency planning, early warning, and emergency response. The EPO will have at least 5 years direct knowledge and experience of emergency operations including programming and management aspects. The incumbent will have a varied experience of both complex (man-made) as well as natural disaster crises, and will be very knowledgeable of preparedness and planning techniques and approaches. He/she will be fully familiar with WFPs mandate and operating procedures, as well as with the agencys approach to emergency response and food security issues.
