CAPA for Maryland has asked some version of these questions of three different Baltimore County Council members. In Dec of 2013, the first 20 questions were posed to Ms. Bevins, district 6. In February several more were added and posed to Ms. Almond in district 2 and in April this list was sent to Mr. Huff at his request. Ms. Bevins apparently spoke with people but has never provided a single answer. Mr. Huff has not acknowledge reciept of the questions desite our attempts to follow up with him, only Ms. Almond has made an honest, open attempt to find answers. Unfortunately this Administration does not feel the need to provide responses to the below questions to Ms. Almond so here were still sit, six months out and not a single answer to simple questions any shelter administrator worth their salt would have at the tip their fingers if not the tip of their tongues. 1. Copy of shelter’s adoption procedure. 2. Copy of the shelter’s incoming procedure. 3. Copy of the shelter’s health screening protocol. 4. Copy of the shelter’s sanitation standard operating procedure. 5. Copy of the shelter’s full parvo treatment protocol and parvo cleaning, disinfecting and/or critical control plan 6. Copy of animal control’s sanitation standard operating procedure. 7. Copy of the shelter’s euthanasia protocol, including who (position, not personnel) makes determinations, what criteria is used, what preventative actions are taken prior to euthanasia and what training is received by those making euthanasia determinations. 8. A bulleted list of current shelter “enrichment” activities, tools, etc. 9. A bulleted list of common reasons for “medical” euthanasia of dogs and cats with attributable percentages 10. Provide the number of offsite adoption events participated in by the Baltimore County Shelter in each of the years 2011, 2012, 2013 and YTD 2014, and the number of pets adopted directly from these events. 11. Describe the community outreach programs provided by the Baltimore County Animal Control Shelter including actual realized benefit of each program (i.e., actual metrics or measurables). 12. Describe the shelter’s foster care program. Please note within this answer if the foster care program mostly an employee-based program, or is it a volunteer-based program. a. If volunteer based, how many volunteers participate in the foster program. b. Please provide the average number of foster homes available to the shelter in each of the years 2011, 2012, 2013 and YTD 2014. c. Please provide the number of animals adopted directly from foster care or were made adoptable as a direct result of foster care (i.e., spent time in foster care then were adopted soon after being fostered) in each of the years 2011, 2011, 2012, 2013 and YTD 2014 13. Please provide the number of visitors to the shelter in each of the years 2011, 2012 2013 and YTD 2014 and the method by which those numbers are collected. 14. Please provide an organizational chart that includes all paid and contract staff positions as well as volunteer positions. 15. Please provide the total itemized budget for the shelter and animal control for each of the years 2011, 2012, 2013 and YTD 2014. 16. What are the shelter’s current hours of operation? 17. What are the shelter’s current open to the public hours? 18. What are the hours during which animal control is available? 19. Please provide the number of CFS (calls for service) by Baltimore County Animal Control monthly, in each of the years 2011, 2012, 2013 and YTD 2014 a. The number of animals brought to the shelter as a result of CFS to Baltimore County Animal Control 20. Please provide the number of monthly pertinent CFS (calls for service) by any other agency, such as the police department, in each of the years 2011, 2012, 2013 and YTD 2014. a. The number of animals brought to the shelter as a result of these CFS? 21. Please provide full budget detail for Every aspect of BCAS for each of the years 2011, 2012, 2013 and YTD 2014. 22. Please provide a detailed breakdown of all of the preliminary work completed on the proposed new county animal control facility. 23. Has a feasibility study been executed and if so, please provide the results. 24. Shelter design a. Who designed the exterior drawings used to promote the proposed new county animal control facility? b. To what degree are those plans complete? c. Has this person/company ever designed an animal shelter before? d. If so, please provide names of facilities designed by this company. e. The Administration has made it very clear that they are pleased with BCAS as they are “Fulfilling their legal obligation by providing a storage space for dangerous dogs.” Giving that, which is a direct quote from the County Executive to me, what is the focus of this proposed facility? How will it be different than the current facility? f. Why has the volunteer program essentially ceased? 25. Why is BCAS not following the legislation this current Council voted into place and codified last December in terms of animal care? 26. Why are the tax payers paying a security company to have a guard stand at the door at the animal shelter? 27. Will there be a public hearing regarding the building of a new facility if so, when, if not, why not? 28. How many current active rescue partnerships does BCAS enjoy? 29. How animals went to rescue in each of the years 2011, 2012, 2013 and YDT 2014? 30. How many lost or stray animals were returned to their owners in each of the years 2011, 2012, 2013 and YDT 2014?
