POSITION OBJECTIVE Acts as an Operations General Manager within an assigned District accountable for all Yard and Terminal service related functions in that District. RESPONSIBILITIES Directs supports and coordinates inter-departmental Priority One Safety initiatives within assigned District. Organizes and manages District service delivery functions affecting on-time performance, reliability, cleanliness, comfort, courtesy, communication and safety. Leads and coordinates the activities of inter-departmental management as related to service functions within assigned District. Instills Vision 2013 behaviors by fostering communication and modeling respect for people. Controls District Operating Expenses in conformity with Budget. Coordinates the implementation of Capital and Maintenance work plans related to District operations to ensure consistent high-level of service delivery. Supports environmental compliance activities. Proactively supports the Metro-North Railroad safety program through execution of Operating Division safety plan elements including safety observations, daily job briefings, and incident investigations. Immediately responds to clear safety hazards and aggressively works to assure a safe, clean environment for employees and customers. REQUIRED QUALIFICATIONS Must have knowledge of Federal Railroad Administration (FRA) regulations. Must have knowledge of terminal and line operations, equipment programs, operating practices especially Mechanical, Engineering and Station functions, and relevant collective bargaining agreements. Strong leadership and interpersonal skills to organize diverse work groups and establish and maintain results oriented inter-disciplinary service delivery teams. Ability to communicate with all levels and departments in the organization and with outside agencies, and to quantify and analyze operating service delivery problems and lead the coordinated development and implementation of inter-departmental corrective action plans. Working knowledge of Microsoft Office Suite and/or other comparable PC applications. Ability to work nights and weekends and be on call 7 days a week as required, and to work at different locations throughout the Operations Services areas. Must have a valid drivers license REQUIRED EDUCATION/EXPERIENCE High School Diploma. Minimum of eight (8) years of experience in a Transportation Operation capacity. Minimum five (5) years of experience in managing a large and diverse work force in an Operations or service delivery function. Must be qualified on Metro-North’s Operating Rules and Employee Timetable, physical characteristics of the assigned territory and Equipment Operating Instructions. If not qualified, the successful candidate must become qualified within six months from date of hire. PREFERRED EDUCATION/EXPERIENCE Bachelor’s Degree in Transportation, Business, Public Administration or related field. SELECTION CRITERIA To be selected for a position, an applicant must: (1) meet the minimum requirements in the job posting, (2) pass a written examination (if applicable), (3) satisfy a background investigation (which includes credit, if applicable), and (4) pass an oral interview, during which the interviewers will further evaluate the applicants qualifications for the position. Because the selection process is competitive, not all qualified applicants are granted an interview. Metro-North may also require the applicant to undergo a physical ability test, and, if the Company extends a conditional offer, may require him or her to undergo a medical examination, which may include toxicological testing. For applicants who are current employees, you must be in active service and have worked in your present position for at least one (1) year to be eligible to apply for a posted position, and have completed the agreed upon formal training commitment, plus on-the-job training, if applicable (for example: Signal Trainee, Foreman-In-Training, etc.) in order to be eligible to transfer. If you are transferred, you may be required to forfeit your seniority in your present occupation. In addition, Metro-North employees are subjected to an internal investigation, which includes an evaluation of their safety and discipline records, their performance assessments, and of their time and attendance records (including early quits and late starts) for the preceding 30 months. During the 30 month review period, the maximum number of occurrences allowed is 15, and the maximum number of patterns allowed is 8. (An occurrence is any absence or consecutive absences of four or more hours, and a pattern is an absence preceding or following rest days, holidays, vacation days, etc.) For employees with fewer than 30 months of service, the entire period of their employment is reviewed, and the maximum allowable number of incidents is pro-rated. Absences excused in accordance with Company Operating Procedures are not included for purposes of assessing whether attendance is satisfactory. If occurrences and/or patterns exceed the maximums allowed, the employees attendance is deemed unsatisfactory, and he or she is disqualified from further consideration, even if he or she has not been previously warned about his/her attendance.
