= > CB files status report in High Court Srinagar, Nov 19: The Crime Branch has filed the latest inquiry report in the infamous 2012 paper selling scam of Board of Professional Entrance Examinations (BOPEE) in Jammu and Kashmir High Court and has registered an FIR after establishing prima-facie involvement of the persons whose names had cropped up during investigations. “Yes, the Crime Branch has filed the latest status report of inquiry wherein it has stated that it has registered an FIR in the matter and has given progress of investigation,” Advocate General M I Qadri told Greater Kashmir. In September this year, the High Court had asked the Crime Branch (CB) to complete inquiry into the ‘wrong happenings’ in Common Entrance Test 2012 and submit a status report before the next date of hearing. A Public Interest Litigation is pending disposal before High Court which was considered on June 3 this year after the court took suo moto cognizance of news reports in Greater Kashmir on alleged leakage and cancellation of papers in Common Entrance Test (CET) 2013. The court had later sought investigation reports into the allegations on CET 2012. Crime Branch on Monday raided the residences of former BOPEE chairman, Mushtaq Ahmad Peer, at Srinagar and Jammu as he is said to be main accused in the CET-2012 scam. Peer’s residences were raided after the Crime Branch reportedly got various leads about the hefty sums paid by the candidates for establishing of a separate CET-2012 centre where candidates wrote their examinations. On September 16, 2013, the Advocate General had told the court that during inquiry by the CB certain leads had emerged directing to the possible involvement of certain biggies. He had informed the court that in case the frauds in the CET proved true, the government would cancel, in accordance with law, all those admissions which the candidates had managed fraudulently. Senior counsel and Amicus Curie, Bashir Ahmad Bashir, had drawn attention of the court towards a note of Vigilance Organization which indicated that former BOPEE Chairman, Mushtaq Ahmad Peer, was granted extension in violation of Cabinet decision which, he said, needed to be investigated. On August 14, 2013, the High Court had directed the Advocate General to produce a report indicating the names of those found indulging in ‘nefarious activities’ in this year’s Common Entrance Test (CET). The court had passed the direction after perusing the compliance report of the government wherein it was stated that the government had asked the IGP CID to keep a strict vigil on the activities of the persons whose names were mentioned in the communication letter sent to the CID. Further the government in its compliance report had stated that Muhammad Ashraf Bhat, IAS, was appointed as inquiry officer to probe the allegations regarding the conduct of the CET and the court had directed him to file the inquiry report. On Sep 11, the High Court had observed the confidential report filed by the Crime Investigation Department (CID) indicating names of those found indulging in ‘nefarious activities’ in Common Entrance Test (CET).
