CBI INVESTIGATION IN MEGA CAM C IN ODISHA AND ARREST OF DSP PRAMOD KUMAR PANDA OF ODISHA CRIME BRANCH. Dear All I was absent from Facebook for four days owing to some important work on this Mega Scam and all of you may get the result within a week, now I can not disclose the matter. Now let us discuss the arrest of DSP Pramod Panda and its effect. 1. DSP Pramod Panda is a CHIT FUND OPERATOR IN POLICE UNIFORM. 2. His black money was invested in Artha Tatwa and Swastik India and he had appointed Jagabandhu Panda (his nephew) as one of the directors in Artha Tatwa and later on in Swastik India to circulate his black money in these tow companies. 3. People must have forgotten about the Chit Fund scam of Fine Indisales chit fund Company of Balasore in 2009, one Blind Man named Naseer Khan looted thousands of people having two serviceable eyes. Let us refresh this issue:- a) DSP Panda was the Investigating Officer in the multi-crore Balasore chit FUND scam involving Fine Indisales, a company owned by Bollywood actor and film-maker Naseer Khan but suspecting his fraudulent act Mr Bibhu Prasad Nayak prayed the Honourable High Court for CBI investigation and since 12.12.2012 this case is with CBI and I do not know what is the progress of CBI in this case. The Liaison Officer is DSP Pramod Kumar Panda to help CBI on behalf of Odisha. Why this DSP was appointed by Odisha government as Liaison Officer who could not be able to investigate the scam properly for which High Court handed over this case to CBI. b) Today I saw one news in TV that Enforcement Directorate has seized the property and bank accounts of Fine Indisales chit fund Company. Why Enforcement Directorate took 24 months to seize the property of this company? This action of Enforcement Directorate came only after the arrest of DSP Pramod Kumar Panda who was the IO when this investigation was with CID CB and now the Liaison Officer in this investigation. c) Hence the role of Enforcement Directorate is suspicious in this investigation and this act of Enforcement Directorate show that only when citizens put their center finger in the …. Of ……… agencies then only they try to give some output otherwise either they sleep tightly or negotiate with criminals. I hope that this will never happen in Mega Chit Fund Scam Investigation because 40 lakhs innocent investors are keeping a close watch on the activity of CBI & ED. 4. Now CBI should interrogate DSP Panda very tactfully because it is not easy to get all correct information from him as he is a police officer and must be knowing how to avoid to answer the questions of CBI. 5. But DSP panda should also understand that nobody can save him from the jail term hence he must cooperate CBI and disclose the name of Senior IPS Officer(s) who have allowed him to this fraud and who are directly or indirectly involved in this mega scam. 6. Now CBI should interrogate Sri Bijaya Kumar Sharma IPS (ADG of Odisha Crime Branch) for his direct and indirect involvement in this Mega Chit Fund Scam. This IPS Officer is serving in Odisha Police since the year 2006 and has worked as IG CID CB, Commissioner in Commissionerate Police and at present as ADG of Odisha Crime Branch, he has intentionally not exercised his power and avoided to take action against many fraud chit fund companies as per the Home Department Letter No. 16891 of 27.4.2004 rather he was seen attending various functions of seashore & Artha Tatwa Chit Fund companies with politicians of ruling party. 7. Recently the Former Chief Managing Director of Micro Finance Limited Sri Durga Prasad Mishra was arrested by CBI and the Home Department has mentioned the name of Micro Finance Limited in Sl. No. 01 in its Letter No. 16891 dated 27.04.2004 (Please see the Letter posted bellow) directing the CID CB of Orissa to take necessary action but till date CID CB of Odisha and its ADG Bijaya Kumar Sharma did not take any action with an ill intention rather allowed its former CMD Durga Prasad Mishra and many others to roam free. 8. Odisha Crime Branch has submitted a misleading and false affidavit with the Honourable Supreme Court in Mega Chit Fund scam PIL (WP (C) 413 of 2013) stating that there is no involvement of Politicians and Bureaucrats in this mega scam but the CBI has already arrested many MLAs, MPs, bureaucrats, judicial people and filed charge sheet against them hence why Bijaya Sharma IPS should not be arrested and interrogated by CBI? 9. DSP Pramod Kumar Panda was arrested by CBI for his nexus with Chit Fund Operators and previous to this CBI had sent two consecutive summon to him but instead of reporting to CBI in Bhubaneswar he had applied for anticipatory bail in Honourable High Court of Odisha (Alok Jena became the intervener in this case) but the court rejected his bail. It is a matter to be inquired how this accused person has applied for anticipatory bail without the permission of his department (CID CB Odisha) and why ADG Bijay Kumar Sharma did not take any action against him for doing so. This act of this IPS shows that he used to support this DSP for his illegal act hence why Bijaya Sharma IPS should not be arrested and interrogated by CBI? 10. DSP Pramod Panda had been to Delhi in the third week of Jan 2014 and threatened Alok Jena and his wife to eliminate us if I would pursue the Chit Fund Scam PIL in the Apex Court and for this criminal act of this DSP Alok and his wife have already filed three complaint in two different police stations in Delhi. I am sure that Bijaya Kumar Sharma IPS is directly involved this incident as he is the head of CID CB Odisha under whom DSP Panda was serving and one DSP of Odisha police cannot take such step like a underworld don to do such crime without the support of his higher authority hence why CBI should not interrogate Bijaya Kumar Sharma IPS for his involvement in this crime? 11. This type of inaction and carelessness act of Odisha police shows that high officials of Odisha police and politicians have got nexus with Chit Fund Operators for their personal benefits and Sri Bijaya Kumar Sharma IPS is one of them hence why Bijaya Sharma IPS should not be arrested and interrogated by CBI? 12. If CBI ignores the interrogation of this IPS officer then major portion of the scam cannot be exposed hence I request CBI to do the needful so that forty lakhs innocent investors can get justice.
