CCAs motto is we can house your inmates cheaper and more effective then the state and feds. Of course some states brought into that concept when their prisons became over crowded, and their budgets strained to the max. You know what the state got in return, mismanagement, escapes, cover-up, irresponsible medical treatment, and a refusal to accept responsibility for any of it. Some CCA prisons were simply not living up to contractual agreements. Programming was cut back, medical services not provided for some inmates, while security issues such as malfunctioning locks, motion detectors, and cameras were left unrepaired. Often employees were blamed for the problems and terminated, and CCA would in some cases announce the issues have been fixed, and those responsible have been dealt with. The real truth, CCA more often than not have been informed of the malfunctioning locks, lightening, and cameras, but have refused to take action. Earlier CCA was conserving their cash flow to open more prisons, and expanding so they also shortchanged employees on raises didnt pay OT, and did not invest money in beefing up security. CCA was geared at opening as many prisons as possible, and gaining power, and influence to reach that goal. In the past Republicans simply viewed fines as a way of punishing CCA, and other private prisons, while the state and feds have gone further, and closed down their prisons, or canceled their contracts with certain state DOC prisons....
