CEU Summer School - Leadership and Management for Integrity, 6 July - 11 July, 2015 Since 2005 Integrity Action has delivered courses at SUN addressing best-practice methods of fighting corruption and raising integrity in various institutions, with an emphasis on developing and transition countries. The courses contribute to building capacities, introducing innovative skills, and raising awareness of the challenges posed by corruption, and the opportunities and possibilities of integrity building reform. Over four hundred participants from more than 60 countries have taken the course over the years. Integrity Action has been helping and guiding towards Community Integrity Building (CIB), an approach that has by now been implemented in 10 countries, shows the promise of that initial aspiration. The findings are remarkable, the methodology works with a high level of consistency and the early indications are that it can be scaled up. Improving integrity in infrastructure and service provision may be the most cost-effective means of improving development outcomes in the world today. Community Integrity Building is a locally driven approach that helps to identify and implement appropriate, viable solutions to improve the integrity of public infrastructure and services. Integrity here is defined as the alignment of Accountability, Competence, Ethics, and Corruption Control. This course combines theoretical and conceptual insights gained from academic literature and recent research, combined with practitioner insights and experiences and the course participants own case studies and work-related proposals. Fundamentally, it is a course oriented towards practitioners from government, business and civil society, as well as academics interested in offering in related fields. The approach offered by this course is interdisciplinary, straddling law, economics, business, public administration, public sector ethics, as well as politics, statistical and ethnographic approaches. The course will familiarise participants with core ingredients to a strategic and critical approach for effective and sustainable organisational integrity reform. The first half of the day is held in plenary. During these sessions major crosscutting themes are discussed and introduced by senior practitioners and the Course Director. In the afternoons the course is divided into specialised policy labs to address the specific integrity challenges of different social sectors or sub-sets of countries. Topics covered by these policy labs have over the years included doing business in emerging markets; natural resources governance; local governance; judicial integrity; electoral integrity; social accountability; post-war reconstruction; leadership and management; e-accountability; public services; and integrity in politics. The afternoon policy lab sessions are designed to provide deeper analysis on various integrity topics, involving lectures and extensive group work. The tentative list of the policy labs for 2015 is as follows: • SMEs and Social Enterprises: Maximising Success with Integrity • Teaching Integrity: Universities and Community-Based Integrity Building • Integrity Building and Closing the Loop: Mainstreaming Integrity and Feedback in Development for Schools A variety of teaching methods will be used: • Traditional lectures and seminars • Training DVD • Expert panel • Workshops (Policy Lab) • Discussion groups • Individual and group paper presentations by the participants Financial information Program Costs - Tuition Fee: 1200 EUR/800* EUR (Early Bird fee: 1080 EUR/ 720* EUR) * If you are an academic (graduate student, faculty or researcher) or employed by a local non-profit organization or by the government of a developing country, you are eligible to pay a reduced fee of 800 EUR. - Accommodation In Single room: 44 EUR/ night / person - including breakfast and taxes In Shared Double room: 54 EUR/ night / person - including breakfast and taxes - Estimated living costs*: 150 EUR (for 6-7 days of stay in Budapest) The estimated living costs include meals and refreshments, and local transportation expenses. Financial Aid As the number of scholarships available is limited, external funding offered by institutions or individuals is welcome so that we can invite more well qualified applicants. When choosing the financial aid package, please consider if you or your institution can contribute to the program expenses. Faculty and Ph.D. students are advised to approach their home departments for travel grants; researchers may have research grants available which can cover their participation; professionals may turn to their employers to fund their training at SUN. You can also consult some non-CEU funding opportunities listed in our FAQ section. While selection of applicants will be based on the academic merit of the applications, those willing to bear the participation costs fully or partially will be preferred in case of equally strong applications. Financial aid is available in the following categories: - tuition waiver - accommodation grant - travel grant (full or partial) Participants can apply for financial aid in all categories listed above. There are a few tuition waivers and a limited number of scholarship packages available on a competitive basis. Those who require some type of financial aid need to send a separate cover letter outlining their financial aid request and providing background information that supports their claim for assistance. Participants are NOT eligible to receive financial aid if they attended two CEU funded Summer University courses within a four-year period. SUN Packages All packages will include the following: tuition a certificate of attendance access to course E-learning page (with readings, assignments, etc.) access to CEU facilities (Library, IT services) some social and cultural events depending on the course schedules (e.g. welcome and farewell reception / outings / fieldtrips / film screenings, etc.) 1. Fee-Paying Package Financial aid: N/A Participants own contribution: tuition, travel, accommodation, health insurance and living expenses Payment deadline • April 30 (Early Bird fee) • May 28 (Full tuition fee) Cancellation Policy In the event of cancellation, CEU will refund the tuition fee as follows: Before May 28 CEU will fully refund the tuition fee. Between May 28th and 14 days prior to the course starting 80% of the tuition fee will be refunded. Within 14 days of the course starting no refund for tuition fees will be given. 2.
