CHAINSAW ACT OF 2014 Under the general welfare provision of the 1987 constitution and the delegated powers particularly RA 7160, it is well within the powers of the LGU to impose reasonable limits on the use of resources in order to achieve mutually agreed socially desirable and desirably ambitious goals of the community and to comply with our implied intergenerational responsibility to future Albayanos - I hereby propose to the SPA the CHAINSAW ACT of 2014 which would require the registration of chains haws in Albay. Any chainsaw not registered and not inside a store shall be subject of citizens confiscation and be considered as prima facie evidence for the citizens arrest of its presumed or claimant owner.
