CHARTER USN-USA COMITE DE SOUTIEN DE L’USN AUX USA USN SUPPORT COMMITTEE IN THE USA 1-Statement of Purpose: After a lengthy discussions and debates, we the members of Djibouti diaspora in the United States of America have decided to form this voluntary association to support the democratic movements for change in Djibouti. The aims of this organization are to support the democratic aspirations and hopes of the people of Djibouti, who are under a brutal dictatorship for 36 years. The sole beneficiary of this association is the National Salvation Union or USN in Djibouti. The objectives of this organization are to: --Support the USN Financially --Lobby the Congress of the United States of America --Lobby Human Rights Organizations --Inform the American Public and International News Organizations --Hold conferences and demonstrations 2-Membership Requirements: This organization is open to all Djiboutians who currently reside in the United States of America and are willing and able to support financially and politically the National Salvation Union (USN) in Djibouti. We also welcome anyone who desires to contribute and facilitate the goals of this association. This organization is solely the initiative of Djiboutians in the diaspora, for the USN in Djibouti, and is no way the work of foreign entities and special interest groups. 3-The Executive Committee: The executive committee consists of seven individuals who are 21 years of age or older, citizens of Djibouti, and currently reside in the United States of America. The President of this committee is elected directly by the members of the Djibouti diaspora in the United States who are present the night of the election. After a lengthy discussion with other members of this organization, the elected President of the committee then selects and appoints: --A Vice President --A Secretary General --A Treasurer --Two Administrators --A Coordinator This executive committee’s term is one year, and is authorized to exercise the authority specifically delegated by the members of this Association. The committee must fulfill and facilitate all the necessary tasks to the best of their abilities. Every member of this executive committee is expected to attend the general and committee meetings and should always arrive on time. In the case of absence, the committee delegates temporarily the task of the absentee to a member of the committee who is present that day. 4-The President: The President must be a citizen of Djibouti, and should demonstrate that he or she is from Djibouti, in accordance with US immigration laws. He or she is the head of this organization and must be an individual who is dependable, charismatic and dedicated. The President is the spokesperson of the organization and is therefore the liaison between this association and the leadership of the USN in Djibouti. After a robust due diligence, the President chooses other members of the executive committee and delegates their tasks and duties. Furthermore, the President must assess and review periodically the performances of this committee. 5-The Vice President: The vice president works directly with the coordinator and the delegated State Representatives. He or she should be in direct contact with the coordinator and must monitor the recruitment process and the organizing of new members. 6-The Secretary General: The secretary general is chosen by the elected President and is someone who is very motivated and must be familiar of the political process of the United States. The role of the secretary general is to coordinate all his actions with other members of this organization and the executive committee. The secretary general is at the same time responsible for initiating and coordinating the political lobbying in the United States Congress and with human rights institutions. 7-The Treasurer: The treasurer who is similarly nominated by the elected President handles all financial related issues such as fundraising, money transfers and procurements. The treasurer should preferably have basic knowledge of finance and fundraising and should be financially responsible. 8-Two Administrators: The two administrators are in charge of the administrative process. One of the two administrators is someone who has a basic knowledge of management and must be a proficient writer. They are delegated to prepare all official documents, communiqués, petitions and open letters and are in charge of posting and publishing these materials in various social media sites online. 9-The Coordinator: The coordinator is responsible for the recruitments and works with the selected State Representatives who are chosen by the coordinator and the vice president to recruit Djiboutians in the US. He or she works directly with the vice president and is in charge of controlling the conference room and monitors the debates, and the weekly agendas under discussion. 10-The State Representatives: The coordinator and the vice president select the State Representatives. They encouraged, recruit and organize Djiboutians in their respective State of residence to join and contribute financially and politically to this association. 11-Meetings: General meetings are held every Friday night between the hours of 10PM and end at 12AM Eastern Standard Time. Committee meetings are held no less than twice during the week. Emergency meetings can be held on short notice only by the decision and accord of the executive committee. 12-Conferences Rooms: Each individual is allowed to talk freely no more than 5 minutes and should start the conversation with his or her name, followed by the name of the city he or she currently resides. He or she should notify the conference room when his or her conversation ends. 13-Decision Making: Open discussions are held during general meetings, many propositions and resolutions are debated. The members of the association then refer the resolutions debated to the executive committee to review and formulate an action plan. 14-Vote of Confidence: The members of this organization, in accordance with the rules and regulations set forth, can hold a vote of confidence for the elected President at anytime during his tenure, with advance notice. All members of this organization can vote directly to relieve the President of his duties. 15-Term limit: There is no term limit and the President can run for reelection at the end of his term. It is the members of this organization prerogative to reelect or reject his candidacy. 16-Guest Speakers: Guest speakers are invited, with advance notice, to speak to members of the Djibouti diaspora in the US, on Fridays during general meetings. A wide array of guest speakers can be invited to inform and advise this organization to accomplish the aims of this group. This Association anticipates that the USN leadership in Djibouti will be regularly invited to speak. 17-Disciplinary Meetings: The executive committee of this organization can hold disciplinary meetings with advance notice. Any member of this association will face disciplinary actions for working against the interests and objectives of this organization. The executive committee can vote to suspend or ban any member who violates the rules and regulations
