CHILDFUND TIMOR LESTE JOB DESCRIPTION Title: Finance Officer Div/Dept: Finance & Administration Location: Dili Reporting Relationship: Country Manager -Finance & Administration ChildFund Timor Leste is a Non-Governmental, Child Development International Organization which has been working in Timor Leste for the last 20 years. ChildFund is looking for dynamic, motivated, committed and experienced person to fill the position of Finance Officer in the organization. Summary Responsible for providing finance and accounting services including financial reporting, budgets development and management, financial analysis, audits, and cash management for National Office. DUTIES/RESPONSIBILITIES * Responsible for bank reconciliations for National Office accounts, monitoring all funds transferred to program area bank accounts and ensures that financial activities are in accordance with donor regulations and laws of host country * Responsible for development of financial reports and analyses, including cost analyses, expense to budget comparisons, and local program, management and donor reports. Responsible for compilation of monthly, quarterly and annual report development and submission. * Prepares disbursement of staff salaries, allowances and regulatory requirements (e.g. taxes, pensions); ensures all operations are in compliance with local tax regulations * Responsible for reviewing and approving general ledger transactions * Ensures that all financial transactions and operations comply with organization policies, systems and procedures and donor requirements; Monitors project fund utilization compliance and provides training for corrective actions, if necessary * Responsible for coordination of annual external audit; preparation of required documentation and support implementation of the resulting plan of action and audit corrective measures * Responsible for preparation and submission of quarterly cash forecast; ensures optimal operational and capital cash management for assigned office * Provides assistance in development of operational budgets; responsible for monitoring compliance to guidelines and procedures; reviews Local Partner budgets & reports for submission to National Office * Perform other tasks that may be assigned by the Finance & Administration Manager QUALIFICATIONS/EXPERIENCE * Five+ years progressive work experience in finance/accounting including analysis, financial reporting, budgeting, financial software and reporting systems * Strong understanding of Generally Accepted Accounting Principles, International Accounting Standards, internal controls, and segregation of duties * Good understanding of administrative, financial and general management principles and skilled in financial reporting, budgeting and taxes * Experience and proficiency on financial software and reporting systems * Proficiency in Microsoft Office Programs including Excel, Word and Outlook * Self-guided, strong organizational and planning skills; Ability to work independently and under pressure * Proven decision-making skills * Strong interpersonal communicative skills; experience in team leadership and participatory management * Outstanding written and oral communication skills in English; fluency in a local language (Tetum, Bahasa or Portuguese) EDUCATION Bachelor’s degree in business administration, accounting, finance or related field with relevant work experience.
