CHIT FUND SCAM AND IRRESPONSIBLE ACT OF CBI, (WHY CBI IS NOT ARRESTING DSP PRAMOD KUMAR PANDA OF ODISHA CRIME BRANCH!) Dear All 1. Till date CBI has not arresting DSP Pramod Kumar Panda of Odisha Crime Branch knowingly. 2. Twice CBI has sent summon to this DSP to appear for interrogation but he has never responded to CBI summon rather he has applied for Anticipatory Bail(BLAPL 19817/2014) in the Honourable High Court of Odisha. 3. Home Department OF Odisha has transferred DSP Panda to District Police Office Nayagarah two months back when his house was raided by CBI. Once two IPS Officers have reported to CBI for interrogation after receiving summon then why this DSP is being protected by Home Department of Odisha and why CBI is not arresting this DSP once he has not responded to the summon? Who is/are protecting this police officer of Crime Branch of Odisha and what for? 4. This DSP had threatened Alok Jena (petitioner in Chit Fund Sam case in Apex court) on 22.1.2014 near the Apex Court to withdraw the PIL from Apex Court and three cases are pending with Delhi police against him for this incident, Jagabandhu Panda (Former Director of Artha Tatwa) is the nephew of DSP Panda, CBI has already raided the premises of DSP Panda and got many important document related to Chit Fund Scam (his relation with Artha Tatwa CMD Pradeep Sethy, Jagabandhu Panda etc). 5. I have already sent one SMS to the CBI Officer on 26.11.2014 at 06.49 PM by giving his mobile number so that CBI can easily trace him and arrest. Last Week this DSP was seen with Former Director of Artha Tatwa Chit Fund Company Manoranjan Nanda (who is also wanted by CBI) several occasions. 6. If DSP Panda will be interrogated by CBI and Enforcement Directorate then the direct involvement of one Senior IPS Officer in this Mega Chit Fund Scam will come to the limelight and if that Senior IPS Officer will be interrogated then the direct involvement of many Influential Criminals will come to the limelight hence the arrest of DSP Pramod Kumar Panda by CBI is necessary. 7. I found in the website of Honourable High Court of Orissa that the Counsel for Enforcement Directorate is appearing as the counsel for DSP Pramod Kumar Panda in the Bail matter (As the Apex Court has directed CBI & ED to investigate this scam then how ED counsel can become the counsel for the chit fund accused person in this case?), then immediately I have registered a complaint with Head Office of ED in New Delhi. Even the CBI Counsel who was appearing in this case is also the counsel for Odisha State Government hence there was a conflict of interest because DSP Pramod Kumar Panda is an Odisha Government employee and this matter was brought to the attention of CBI authority in Bhubaneswar and New Delhi and they have immediately replaced with Mr. K.Raghava Charyulu and on 08.12.2014 the new counsel is going to appear for CBI in this case.
