CIDG Enhances Ties with Ombudsman The CIDG and the Office of the Ombudsman has recently strengthened its partnership to foster better cooperation in undertaking fair and expeditious investigations of graft and corruption cases. On August 27, 2014, a team led by Atty. Maria Teresa Lee-Rafols, from the Fact Finding Investigation Bureau (FFIB) of the Office of the Ombudsman, visited the CIDG Headquarters in Camp Crame, Quezon City. The said meeting paved the way for the CIDG and the Ombudsman to share strategies and best practices, aimed at improving procedures, systems and processes for the effective and efficient delivery of investigative services to the community. Police Director Benjamin B. Magalong, Director of the CIDG, stated that the meeting was a demonstration of their mutual commitment against graft and corruption in law enforcement and the bureaucracy at large. He said that with this enhanced partnership, information sharing and investigation policy consultations will be easier and more accessible for the CIDG. In fact, the CIDG has created an Ombudsman’s Concerns Desk (OCD) in July 2014, which is mainly responsible in the service and monitoring of all warrants of arrest issued by the Sandigan Bayan, based on the cases filed by the Ombudsman. For the Ombudsman, its office for Military and Other Law Enforcement Offices (MOLEO) has expressed willingness to help the CIDG in improving its existing system of investigations, and to help ensure that laws, guidelines, and protocols are adhered to during investigations. During the visit, the Ombudsman delegation was briefed on the various strategic initiatives of the CIDG. They witnessed how the Criminal Biometric Information System (CBIS) in crime analysis works, through a demonstration by the Case Analysis Section of the Intelligence Division; and the use of Case Information Monitoring System (CIMS) of the Investigation Division. These two systems are among the thirteen (13) strategic initiatives which the CIDG has developed, which may also be replicated in the Office of the Ombudsman. Through this partnership, the CIDG and the Ombudsman gained extra leverage in translating the government’s anti-graft and corruption goals through close collaboration and sharing of best practices. xxx
