CITIZEN: Patients at the East Coast Forensic Hospital will NOT be forced to wear tracking devices when they go outside. The government started looking at the idea after Raymond Taavel was beaten to death outside a bar on Gottingen. The man charged with his murder was AWOL from the hospital. The government says there are just too may ethical and legal hurdles to tracking people who’ve been found not criminally responsible for their actions, and the hospital says a tracking device would just reinforce the stigma against people with mental health issues.
