CITY DISTRIBUTES MATERIALS FOR OYSTER PRODUCTION DAGUPAN CITY – Some 32 fisherfolks of Barangay Salapingao received from the city government livelihood assistance comprising of complete materials for floating oyster rafts as part of the Grassroots Participatory Budgeting Process of the city. Mayor Belen T. Fernandez distributed the materials along with City Agriculture Officer Emma Molina, Provincial Fishery Officer of Pangasinan Hermogenes G. Padron of the Bureau of Fisheries and Aquatic Resources (BFAR) and Salapingao Punong Barangay Delfin De Guzman. Molina said that Salapingao is among the barangays which produces the best oyster or “talaba” in the city. “What is good about our river is that it is clean and therefore it is suitable for the production of seafoods like oyster,” said Molina as she stressed that fisherfolks can now perhaps understand why the city launched a campaign against illegal fishpens. Molina stressed that if Mayor Fernandez did not implement the total dismantling of fishpens in the rivers, the city might have been included as among those affected by red tide toxin, which is now wrecking havoc in the coastal waters in the western part of the province. On the other hand, Fernandez encouraged fisherfolks to make good use of the livelihood assistance given them by the city and also consequently apply for Aquaculture Lease Agreement (ALA) with the city. “Madame Emma and I are assuring you that your ALA payment will get back to you by way of helping your children go to school,” Fernandez said as she assured the fisherfolks that she will ask the Sangguniang Panlungsod to pass an ordinance to this effect. Molina solicited the cooperation and participation of the fisherfolks to help the city in its campaign to maintain the cleanliness of the river “because this is the only best thing that we can do to free our rivers from pollution. If our river is pollution-free then we will have a happy river, a happy livelihood for happy fisherfolks for a happy city”. (Joseph C.
