NOTE: All CSEA Cortland County Employees, Cortland County Management Compensation Plan Employees, Cortland County Sheriff’s Department Civilian Employee Unit #6550-02, and Cortland County Deputy Sheriff Correction Officer Unit #6550-03 will pay $7.50 to be paid with cash, certified check, or money order made payable to “Cortland County Treasurer.” PERSONAL CHECKS WILL NOT BE ACCEPTED. The examination fee is non-refundable. Applications will not be reviewed unless accompanied by the examination fee. APPLICATION FEE WAIVER: A waiver of application fee will be allowed if you are unemployed and primarily responsible for the support of a household. In addition, a waiver of application fee will be allowed if you are determined eligible for Medicaid, or receiving Supplemental Security Income payments, or Public Assistance (Temporary Assistance for Needy Families/Family Assistance or Safety Net Assistance) or are certified Job Training Partnership Act/Workforce Investment Act eligible through a state or local social service agency. All claims for application fee waiver are subject to verification. If you can verify eligibility for application fee waiver, complete a “Request for Application Fee Waiver and Certification” form and submit it with your application by the close of business on the Application Deadline as listed on the Examination Announcement. The list to be established as a result of this exam will be used to fill existing vacancy(ies) and any future vacancies that may occur during the life of this list. NOTE: If a part-time position becomes full-time, an incumbent may be appointed to the full-time position without further canvassing. RESIDENCE REQUIREMENT: Candidates must have been legal residents of Cortland County or one of the seven contiguous counties of Broome, Cayuga, Chenango, Madison, Onondaga, Tioga, or Tompkins for at least one month immediately preceding the date of examination. Preference in certification may be given to successful candidates who are residents of the municipality for one month prior to the date of certification. DISTINGUISHING FEATURES OF THE CLASS: This is a clerical work responsible for performing a variety of complex and moderately complex functions in a Personnel Office. This work is performed under the general supervision of the Superintendent with leeway for independent judgment. General understanding of specific laws, office rules, procedures and policies is required. May exercise supervision over the work of others. Does related work as required. MINIMUM QUALIFICATIONS: A. Graduation from a regionally accredited or NYS registered college or university with an associate’s degree in business administration or personnel-related field; OR B. Gradation from high school or the possession of a high school equivalency diploma and two (2) years of full time paid clerical experience, one (1) year of which shall have involved the processing of personnel transactions; OR C. An equivalent combination of training and experience as described in (A) or (B) above. NOTE: APPLICANTS MUST SUBMIT A TRANSCRIPT IF APPLYING FOR A VACANCY OR EXAM THAT REQUIRES A COLLEGE DEGREE OR A SPECIFIC NUMBER OF CREDIT HOURS. Office record keeping These questions test your ability to perform common office record keeping tasks. The test consists of two or more "sets" of questions, each set concerning a different problem. Typical record keeping problems might involve the organization or collation of data from several sources; scheduling; maintaining a record system using running balances; or completion of a table summarizing data using totals, subtotals, averages and percents. You should bring with you a hand-held battery- or solar-powered calculator for use on this test. You will not be permitted to use the calculator function of your cell phone. 2. Personnel principles and practices These questions test for knowledge of the principles and practices used in performing procedures and in addressing issues that are part of the personnel function in a governmental agency, and in responding to general questions about the personnel function. 3. Preparing written material These questions test for the ability to present information clearly and accurately, and to organize paragraphs logically and comprehensibly. For some questions, you will be given information in two or three sentences followed by four restatements of the information. You must then choose the best version. For other questions, you will be given paragraphs with their sentences out of order. You must then choose, from four suggestions, the best order for the sentences. 4. Understanding and interpreting written material based on laws, policies, and procedures relating to health insurance and other employee benefits These questions test the ability to read, interpret, and apply these laws, policies, and procedures. You will be provided with brief reading selections, each followed by one or more questions. All information needed to answer the questions is contained in the reading selections. No prior knowledge is required. The New York State Department of Civil Service has not prepared a test guide for this examination. However,candidates may find information in the publication "How to take a written test" helpful in preparing for this test. This publication is available on line at: cs.ny.gov/testing/localtestguides.cfm NOTES: • Unless otherwise notified, candidates are allowed to use quiet, hand-held, solar or battery-powered calculators. Devices with typewriter keyboards, ‘spell checkers’, ‘personal digital assistants,’ ‘address books,’ ‘language translators,’ ‘dictionaries,’ or any other similar devices are prohibited. You may not bring books or other reference materials. • The examination will consist of a weighted written test and a qualifying (pass/fail) typing performance test on computer keyboard. Accuracy and speed of typing at a minimum acceptable rate of 25 words per minute corrected is required. The typing performance test will be held at a later date for candidates who receive a passing score on the written test. You must pass the written and the performance test in order to be considered for appointment. Your rank on the eligible list will be determined by your score on the written test only. • The use of “Line-a-time,” “Error-no,” or any other copy holder device is permitted for the typing performance test. Candidates who use these devices must provide their own. Retest Policy: Candidates who fail the performance test will be permitted a retest, which will be given immediately following the original performance test. Performance Test Waiver: A candidate who previously qualified by passing a performance test may be granted a Performance Test Waiver upon meeting one of the following conditions: A. A candidate successfully passed a 25 word per minute typing test administered by Cortland County Personnel/Civil Service within four (4) years of the date of the written test. A candidate requesting a waiver must submit verifiable evidence of qualifying. Information submitted to the Personnel/Civil Service Office must contain the title and location of the typing test, the test date, and the passing speed. B. If you are employed by the County of Cortland or a public agency or jurisdiction served by the Cortland County Personnel Office and presently hold permanent or contingent permanent competitive status is a title for which passing of a performance test at 25 words per minute was required for appointment. RELIGIOUS AND/OR DISABILITY ACCOMMODATIONS: If special arrangements are required for testing, please indicate this on your application. VETERANS OR DISABLED VETERANS: Who are eligible for additional credits must submit an application for veteran’s credits prior to the establishment of the eligible list for the examination. Only those veterans who have served on active duty during the creditable periods of war will be eligible for veteran’s credits. Additionally, veteran’s credits will only be added to the score of a candidate who has attained a passing grade of 70 or higher. Veteran’s credits may not be used to achieve a passing score. Note: If you are currently on active duty, you may request the addition of veteran’s credits to your examination score. You request the extra credits on your examination application in the space provided. If you pass the examination, the credits will be added automatically. To use the extra credits at the time of appointment, you must have received an honorable discharge, be a US citizen, and be a resident of New York State. The extra credits can only be used for one NY local government or NY State government permanent appointment. TIME AND PLACE OF EXAMINATION: Approved candidates will be notified by mail regarding the time and place the exam is to be held. If you have applied for both State and local government examinations, you must notify the Cortland County Personnel/Civil Service Office of your intent to take both a State and local government examination. When taking both a State and local government examination you will be required to take all your examinations at a State examination center. You will be advised by letter when and where to report for your examinations. If you have applied for other local government examinations, call or write to each Civil Service Agency to make arrangements. You must make your request for these arrangements no later than two weeks before the date of the examinations. You must notify all local government Civil Service agencies with which you have filed an application of the test site at which you wish to take your examination(s). Appointments from an Eligible List must be made from the top three candidates willing to accept appointment. The duration of an Eligible List may be fixed for a minimum period of one (1) year and a maximum period of four (4) years. 5. It is the responsibility of the candidate to notify the Office of Personnel/Civil Service of any change in address. No attempt will be made to locate candidates who have moved. 6. Under specific circumstances, an alternate test date may be arranged. Your request with written documentation must be received in this office no later than the Thursday preceding the exam date.
