CM for up-gradation of all govt employees Handout No.1 Peshawar 9th December 2014 KP Chief Minister Pervez Khattak has in principal approved the up-gradation of all technical and non-technical govt employees from BPS-1 to 16 on the pattern of clerks community and has directed the concerned authorities to submit summary for the purpose within ten days. He however made it clear that increase in the salaries would be made soon if resources of the province granted space for it otherwise these pays would be enhanced from next financial year viz July 1st for sure. He made this announcement while talking to representative delegation of Technical and Non-Technical Govt Employees Coordination Council that called on him at CM House Peshawar with Malik Muhammad Naveed as head and apprised the Chief Minister of its problems and demands. Provincial Minister for Information and Higher Education Mushtaq Ahmad Ghani and Secretary Establishment Dr. Akhtar Nazir Warach were also present 6on the occasion. Chief Minister said that increasing salaries of govt employees according to international level is vision of Pakistan Tehrik-e-Insaf while his provincial govt was quite eager to enhance the pays and scales of all govt employees manifold as soon as possible with the only condition of excellent performance and delivering to the masses. However he said that first we have to arrange and ensure availability of resources and for this purpose serious steps are being taken to improve the governance and financial discipline as well as plug all the loopholes of corruption. He said that graph of corruption would drop considerably when govt employees are paid to level of satisfaction and hence steps of the govt would also yield fruits them in this regard. He regretted that meager salaries was the basic reason of escalating corruption in the past. He asked the govt employees to cooperate with govt in uprooting corruption, discharge their duties honestly and come up to the expectation of the govt in service delivery to the masses. He assured that he would be the guarantor then to improve their working condition and increase their pay packages as per their satisfaction. Pervez Khattak further asked the govt employees to strictly avoid strikes and protests but adopt a decent way to apprise the govt of their grievances. He said the people especially the poor suffer the most of such strike calls that would never be tolerated by his govt at any cost. He said that we had to work as per public interest and keeping the available resources in view. He deplored that govt resources were plundered and jobs were auctioned without any set merit or criteria in the past that resulted into weakening the institutions and hence it could not deliver to the masses during the previous regimes. He cautioned that such a mess in public institutions would never be allowed and those drawing salaries from public exchequer would have to perform duties dedicatedly and deliver to the masses otherwise better for them to quit jobs and sit homes instead of getting “haram” pays. Chief Minister said that PTI-led coalition govt has constituted two high powered committees of austerity and monetization that would soon submit its recommendations wherein the govt residences and vehicles would be ceased and taken back from all govt officials while their salaries would be increased like that in the develop countries. He hoped that govt employees would feel the ground realities and realize crunch of the available resources of the province and would hence contribute for improvement. He lamented that our provincial income is only six percent of the total budget and for rest of resources we had to depend on central revenues and loans. “It is high time for us to give up the attitude of increasing taxes and loans to over burden the masses for running govt affairs but instead we must have to work hard to increase govt income and ensure transparent use of the available resources so that our dependence come to the minimum level and hence we march on road to speedy progress and prosperity”, he added. Pervez Khattak made it clear that PTI-led coalition govt would never make decisions with closed eyes or under any pressure or temptation but national interest would be kept in mind while taking each and every step. The delegation of govt employees including the unions office bearers of class-iv, drivers, technical, non-technical, govt and semi govt departments and institutions as well as the provincial cabinet of the coordination council including patron-in-chief Saluhuddin, Chairman Pir Gul Ali Shah, Vice Chairman Abdul Sattar Hoti, general secretary Rabnawaz Khattak and others unanimously thanked the Chief Minister for his generous announcement. They fully supported people friendly steps of the provincial govt for eradication of the scourge of corruption, ensuring the judicious and transparent use of developmental funds and change of system as well as assured their utmost cooperation in this regard.
