COALITION FOR RAINFOREST NATIONS OPENING STATEMENT TO SBSTA 38 Bonn, 3 June 2013 Thank you Mr. Chairman, PNG has the honor to speak on behalf of the 52 countries of the Coalition for Rainforest Nations, of which the following have endorsed this statement: Bangladesh, Belize, Cambodia, Cameroon, Central African Republic, Chad, Costa Rica, Cote d’Ivoire, Democratic Republic of Congo, Dominica, Dominican Republic, Equatorial Guinea, Fiji, Gabon, Ghana, Guinea, Guyana, Honduras, Kenya, Liberia, Nigeria, Panama, Republic of Congo, Sierra Leone, Solomon Islands, Suriname, Togo, Uganda and Vietnam Mr. Chairman, at the outset we would like to associate ourselves with the statement made by the distinguished delegate of Fiji, on behalf of the group of 77 and China. Mr. Chairman, the Cancun agreements mandated that Parties resolve all main outstanding issues on methodological guidance for REDD+. While in Durban we took important decisions on safeguards information systems and modalities for a forest reference emission level and a forest reference level. In Bonn and Doha last year we failed to conclude our work. We are not prepared to delay this important task any longer. Here in Bonn we must urgently finish the work on modalities for national forest monitoring systems and for measuring, reporting and verification. We also believe that we should not overload the SBSTA text with what is considered policy measures. Mr. Chairman, in Doha Parties recognized both the need to improve the coordination of support, including potential alternative institutional arrangements, for the implementation of REDD+ and to provide adequate and predictable financial and technical support to developing country Parties for implementation of those activities. Mr. Chairman, our coalition believes that REDD+ merits an adequate and ad-hoc governance structure, just as most other elements within the Bali Action Plan already have in place. A REDD+ Committee should be established by COP19 to work under the authority of the COP to oversee, address and facilitate the implementation and the provision of financial and technical support for REDD+ activities in developing countries. Mr. Chairman, on the issue of coastal marine ecosystems under research and systematic observation, we welcome the support received from many Parties on the organization of the workshop on technical and scientific aspects of ecosystems with high-carbon reservoirs such as coastal marine ecosystems. In this session we are looking forward to engage with all Parties on the definition of a clear and focused agenda for that meeting. Finally Mr. Chairman, please be assured of our determination and sincere willingness to work under your guidance this year with the aim to strive for an ambitious result in Warsaw.
