COMMITTEE CHANGE: WAYS AND MEANS OLD NEWS. Just about a month ago, November 20th, Speaker Michael Busch announced the Leadership (Chairs and Vice Chairs) for the Maryland House of Delegate’s six standing committees for the new term beginning January 14, 2015 (You can read about it here. theseventhstate/?p=4400). As you may already know, two major changes include our own Delegate Maggie McIntosh (now, Appropriations) and Delegate Kumar Barve of Montgomery County (Environment and Transportation, previously chaired by Delegate McIntosh) NEW NEWS. For the last 4 years, I had the honor of serving on the Appropriations Committee of the House of Delegates ably chaired by Delegate Norman Conway, Wicomico County. Our 24 members and staff reviewed legislation relating to State operating and capital budgets, including supplementary appropriations; State and county bond authorizations; collective bargaining; fiscal procedures; higher education institutions; State and local agency procedures and programs; State personnel and pension matters; and social services. I could not have had a better introduction to governing. This Friday, Speaker Busch announced the membership of the committees, and I am VERY pleased that I have been assigned to the Ways and Means Committee, Chaired by Delegate Sheila Hixon. The Ways and Means committee function is complementary to that of the Appropriations Committee and will provide an opportunity to engage in policy-making on issues related to the budget, revenues and spending. Historical, the Committee has drafted and review legislation related to children, youth, and families; education financing; primary and secondary education; elections; gaming; taxation; and transportation funding and revenues.
