COMMUNICATION CALL FOR SUBMISSIONS FOR THE ‘PACE’ PHOTO CONTEST In preparation for the ninth meeting of the Open-Ended Working Group (OEWG9) of the Basel Convention in September 2014, the Partnership for Action on Computing Equipment (PACE) is organizing a photo contest. The theme is “The challenge of sound management of used and end-of-life computing equipment”. Parties and Signatories to the Basel Convention, Regional Centres, IGOs, NGOs and academia are cordially invited to submit to the Secretariat photographs depicting activities related to the sound management of computing equipment. The photographs should be submitted electronically on JPEG or PDF format. The selection committee shall select 20 pictures to be shown at the PACE side event during the OEWG based on the selection rules outlined in the attached terms of reference. Secretariat of the Basel Conventions Geneva, 12 August 2014 ************** Terms of Reference for the Photo Contest, PACE Side Event at OEWG9 Background The Partnership for Action on Computing Equipment (PACE) was launched by the ninth meeting of the Conference of the Parties to the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal, which took place in Bali, Indonesia in June 2008. PACE is a multi-stakeholder public-private partnership under the umbrella of the Basel Convention that provides a forum for representatives of personal computer manufacturers, recyclers, international organizations, associations, academia, environmental groups and governments to tackle environmentally sound refurbishment, repair, material recovery, recycling and disposal of used and end-of-life computing equipment. The Partnership is intended to increase the environmentally sound management of used and end-of-life computing equipment, taking into account, amongst other things, social responsibility, the concept of sustainable development, and information-sharing on life cycle thinking. For the purpose of PACE, computing equipment is defined as: personal computers (PCs) and associated displays, printers and peripherals; personal desktop computers, including their central processing units (CPUs) and all other parts contained in them; personal notebooks and laptop computers, including docking stations, CPUs and all other parts contained in the computers; computer monitors, including cathode ray tube, liquid crystal display and plasma monitors; computer keyboards, mice and cables; computer printers, including dot matrix, inkjet, laser and thermal printers and any computer printer with scanning or facsimile capabilities, or both. Under PACE one of the project groups, Project Group 4.1 was established with the objective to develop awareness raising and training products to better promote the Partnership as well as reports and guidelines that have been developed under PACE. Photo contest The Project Group 4.1 agreed to organize a photo exhibition in order to show challenges and solutions of sound management of used and end-of-life computing equipment, which will be presented during the ninth meeting of the Open-Ended Working Group (OEWG9) of the Basel Convention in Geneva from 16 to 19 September 2014. A jury will select the best pictures, which will be awarded during the PACE Side Event on September 16, 2014. Scope The theme of the photo contest is: The challenge of sound management of used and end-of-life computing equipment. In their entries, participants may explore among others the many ways used and end-of-life computing equipment affects the environment and health, and how people can protect themselves and nature from these harmful goods. Prizes There will be 3 final winners, which will be awarded during the PACE Side Event on September 16, 2014. The best 20 entries will be displayed at the PACE side event during the OEWG9. Finally, the entries will feature on a dedicated webpage of the Basel Convention Secretariat’s website. No financial reward is foreseen. Selection committee The best pictures will be selected by a committee of 5 experts on e-waste. The committee will be composed of the two PACE Working Group co-chair, the two PACE Project Group 4.1 co-chairs, and one additional PACE member nominated by the PACE Working Group. Selection criteria Based on the contest rules below, a table of criteria for the evaluation of the pictures will be developed and approved by the members of the committee. Modalities The pictures have to be sent electronically to the Secretariat of the Basel Convention ([email protected]) by September 05, 2014 together with a statement of acceptance of the contest rules as set out in this Terms of Reference. Contest rules 1. Entries will be considered only if received by the Secretariat of the Basel Convention (SBC) by August 29, 2014. 2. The entry must be an original photography created by the contest participant. 3. All entries need to be send by e-mail indicating: o First name / last name o Full address o Phone o Email contact o Statement of acceptance of the contest rules as set out in the Terms of Reference 4. By participating in the contest, the participant acknowledges and warrants that the submitted entry does not infringe applicable laws and regulations, including the copyrights, trademarks, rights of privacy, publicity or intellectual property rights of any person or entity and that no other party has any right, title, claim or interest in the submitted entry. 5. The entry shall not violate the title rights, copyright, royalties and other rights of whatsoever nature in any material produced by or in relation to the activities of the SBC, which shall be retained by SBC. The participant shall only use the Basel Convention and the Partnership for Action on Computing Equipment (PACE) name, logo and emblem in connection with the activities under the present contest and with the prior written informed consent of SBC or as may otherwise have been approved by SBC within the context of its activities. In no event will authorization of the Basel Convention and PACE name, logo or emblem, or any abbreviation thereof, be granted for commercial purposes. 6. The entry must not contain obscene, defamatory, profane, libellous, threatening, harassing, abusive, hateful, provocative or otherwise objectionable or inappropriate content, which would violate applicable laws and regulations, including on privacy, the rights of any individual or entity. 7. The SBC reserves the right to reject, delete or edit any content that it considers unacceptable or inappropriate. 8. By entering this contest, participants agree not to have their entries returned to them. 9. By entering this contest, participants acknowledge that they are aware that their entries will also be used for outreach activities at the discretion of the SBC, and agree to it. 10. The decision on the winning entries is final and no correspondence will be entered into. 11. Any dispute arising out of or in connection with the contest shall be settled amicably. Should attempts at amicable negotiation fail, any such dispute shall, upon request by either party, be referred to arbitration in accordance with the UNCITRAL arbitration rules. The parties shall be bound by any arbitration award rendered as a result of such arbitration as the final adjudication of any such controversy, claim or dispute. 12. The participant shall not be considered in any respect as being employee or agent of the Secretariat, the United Nations Environment Programme (UNEP) or the United Nations Organization. 13. SBC shall not accept any liability for claims arising out of the activities performed in the context of the contest, or any claims for death, bodily injury, disability, damage to property or other hazards that may be suffered by the participant or any other person as a result of their activities in the context of the contest. 14. The participant shall refrain from any conduct that would adversely reflect on SBC, UNEP and the United Nations Organization and shall not engage in any activity which is incompatible with the aims and objectives of the United Nations, UNEP, and SBC. 15. Nothing in or relating to the contest shall be deemed a waiver, express or implied, of any of the privileges and immunities of the United Nations, UNEP and SBC. 16. Relatives of the staff of the SBC are not allowed to participate in the contest.
