COMMUNIQUE AT THE END OF THE MEETING OF SELECTED STAKEHOLDERS WITH HIS EXCELLENCY, THE GOVERNOR ON THE SECURITY SITUATION IN SOME PARTS OF NASARAWA STATE HELD ON TUESDAY, 2ND SEPTEMBER, 2014 1.1 It would be recalled that, in a bid to address the persistent communal crises and militia activities in Nasarawa State for sustainable peace, security, stability and harmonious coexistence among the diverse communities and ethnic groups, in addition to the State Government efforts to fast-track community-based conflict resolution initiative, His Excellency, Umaru Tanko Al-makura, Governor of Nasarawa State met with selected stakeholders of the State on Tuesday, 2nd September, 2014 at the Conference Hall of the Government House, Lafia. 1.2 The meeting was attended by the Hon. Chief Judge of Nasarawa State, Justice Suleiman Umaru Dikko; the Assistant Inspector-General of Police in-charge of Zone IV; Hon. Musa Baba Owana, Member, Representing Nasarawa/Toto Federal Constituency; Members of the State Executive and Security Councils; Clerk to the National Assembly, Alhaji Salisu Maikasuwa, mni, CON; Prominent sons of the State such as Senator Walid Jibrin, Sarkin Fulanin Nasarawa, Justice Ahmed Yakubu Ubangari (Rtd), former Chief Judge of Nasarawa State; Mr. Mathew Attah Akwe, Makaman Doma; Executive Chairmen of Lafia, Obi, Wamba and Doma LGCs; First Class Traditional Rulers in the State and other traditional rulers from Nasarawa North and South Senatorial zones; former Secretaries to the Nasarawa State Government, notably Mr. Jonah O. Ogbole and Alhaji Muhammed Sabo Keana; Chairmen and Youth Leaders of Mada Development Association, Alago Development Association, Kanuri Cultural Association, Tiv Development Association, Akye Cultural Development Association, Rindre Cultural Development Association, Gwandara Development Association, Migili Cultural and Development Association, Kantana Development Association and National and State Leadership of Miyetti Allah Kautal Hore; Fulani Ardos from Northern and Southern zones of the State, as well as other District and Village Heads and other top Government functionaries in the State. 1.3 However, the meeting frowned at the attitude of some invited critical stakeholders who failed to attend the meeting without any apology. It, however, noted the apology sent by some invited stakeholders for their inability to attend the meeting. 1.4 The meeting noted with satisfaction and commended His Excellency, Dr. Goodluck Ebele Jonathan, GCFR, President and Commander-in-Chief of the Armed Forces of the Federal Republic of Nigeria for his tremendous support, encouragement and cooperation to the Nasarawa State Governor and the Govt and people of the State towards addressing the security situation in the State. The meeting also noted and commended His Excellency, Alhaji Umaru Tanko Al-makura, Governor of Nasarawa State for his untiring efforts and resilience towards ensuring sustainable peace, harmonious coexistence, progress and development of the State. 1.5 Finally, the meeting commended all heads of security agencies and their personnel in the State, as well as the good people of Nasarawa State for their untiring efforts towards ensuring peace and peaceful coexistence in the State. 1.6 After a frank and brotherly deliberation, the meeting resolved as follows: i. That the crisis is bringing bad publicity to the State. There is the need to come 2gether and live in peace with one another and contribute towards enhancing sustainable peace as envisaged by the founding fathers of the State in order to give our people a sense of security and faith in one another so that we leave a good legacy for future generations and contribute to national harmony; ii. That Nasarawa State Govt should implement all the Govt Whitepapers on the previous Reports of Communal Violence/Disturbances in the State to the latter in order to serve as deterrent. This is not withstanding the implementation of the administrative aspect; iii. That Government should resuscitate Peace-Building Committees and should consist of Community-Based Organisations (CBOs), Non-Governmental Organisations (NGOs), Civil Society Groups, among others in order to nib disagreements in the bud before it escalates to full-blown crisis; iv. That visible roles be given to traditional rulers in the State to complement Govt efforts. This is even if an Executive Bill should be sent to the Assembly for enactment in order to have their roles codified; v. That Government and security agencies should collaborate with community leaders and cultural associations to disarm ethnic militia groups in the State; vi. That culprits of offences should be seen to be punished; vii. That Cultural and Development Associations in the State to discharge their roles in the inculcation of good behaviours in their members; viii. The Summit supports the proscription of Ombatse as it is already outlawed. Anybody professing membership of the cult group should be apprehended and prosecuted; ix. The Summit supports Govt efforts in the provision of relief materials and resettlement of displaced persons. It urges Govt to expedite efforts in getting people back to their homes and also provide enough security to protect them; x. The Summit also commends Govt in calling for this Summit and advised that such exercise should be called more regularly in order to guard people’s sense of belonging and ensure the corporate existence of our State.
