COPE SAYS THE ANC’s POLICY OF CADRE DEPLOYMENT WILL EVENTUALLY COLLAPSE LOCAL GOVERNMENT The Congress of the People noted with grave concern the announcement by the Auditor General, Mr. Terence Nombembe today, that the lack of capacity in local government, a direct result of the ANC’s policy of cadre deployment, remains the root cause for the disastrous local government audit results. The Auditor General said that local government audits regressed again during the 2011/12 financial year and that an increased number of municipalities performed worse during the period under review, compared to the previous financial year. The AG’s acknowledgement that most municipalities can’t be trusted to administer public resources on behalf of society should send shock waves through any ruling party. The question is, when will the ANC hear this distress call by government’s own Chief Auditor? The constant disregard for, and refusal to implement the recommendations of the AG speaks of a government between a rock and a hard place. By turning a blind eye to their deployed cadres dispensing patronage, the ANC keeps a firm grip on their loyalty to the party, but in the process they are digging themselves deeper into a hole they might soon find impossible to escape from. The AG’s submission that 76% of councilors coming from municipalities with poor audit outcomes, appear to be totally aloof from making any attempt to improve the hopeless situation, is indeed worrying. If councilors are not interested in finding remedies to the problems facing their municipalities - for which they are ultimately responsible, they could surely not be trusted to hold municipal management to account. COPE continues to say that the lack of consequences for poor performance, serious financial mismanagement and criminal transgressions of the very acts intended to secure clean government, remain the cardinal reason why corruption and fraud is flourishing in the majority of municipalities governed by the ANC. For how long is President Zuma going to settle for a slap on the wrist for those stealing money intended for the upliftment of South Africans who still live in squalor after 20 years of democracy? Instead of punishing their comrades for crime, the ANC rewards them with higher positions, not only in the party, but also in the government. COPE is calling for drastic action! If a municipality remains a serial audit offender, it should be placed under administration until its affairs are back in order. The Minister and MECs of CoGHTSA must come up with solutions to improve the quality of human resources employed to manage the affairs of municipalities. Municipal and senior managers cannot be recruited from a pool of unsuitable people with party loyalty. The best women or man for the job must be found, recruited and appointed. Politicians should also cease to impose irregular influence on the awarding of tenders and systems should be implemented to prevent self-enrichment. The Congress of the People wish to congratulate the three district municipalities, Waterberg (Limpopo), Ehlanzeni (MP) and West Coast (Western Cape) as well as three local municipalities, Umtshezi (KZN), Steve Tshwete (Mpumalanga) and Swartland (Western Cape) for receiving a clean audit for a second consecutive year.
