CORRUPTION, NON-PERFORMING RIFE. There have been a lot of talks, even more controversies about the need for a barangay election which, positively has been scheduled, upon the insistence of the President this coming October 2013. The common defense mechanism of those who would not want the barangay election to be held, is that the budget allocated for this activity could, instead, they insist, be better spent for various projects which would benefit their constituents, too. Such a hypocritical position while people know for one thing that those who advance this view, have ulterior motives. And the ulterior motive is that they would want to hold on to power, because they are benefiting from being barangay officials, instead. Look at Barangay Estefania for one. Several former council-members have filed graft and corruption charges against previous and local barangay officials. This is yet to be decided upon, by as you guess, in the lackluster performance of the Deputy Ombudsman for the Visayas. As many people could see, the multi-million peso gym has been built with substandard materials, presumably because those in-charge of its construction intend to put more money into their own pockets. The construction is also disaligned, primarily, because those who built the sports center did not know any better or that they were inexperienced craftsmen. The intent of scrimping on its construction, is because, the people who were responsible for its construction, wanted more money for themselves. The people who complained about the substandard construction of the gym or sports center building also pointed out that the drainage canal was built inside the sports center and that it is proving to be a big disadvantage to those inside the building because as one knows, drainage carries with it a lot of dirt and vermin, even more so, foul odor. But what the heck, the people responsible for the building will say, because, after all, a well-constructed sports center building which would not put money in their pockets is nothing but useless. And so there now stands a monument of inefficiency, incompetence and corruption. Barangay Estefania is one among urban village governments which its constituents, the barangay residents complained, because of the commission of petty graft and corruption and those who have become its leaders are just in it for personal gain. Talk to the barangay people and they will tell you these. They will also say, as in Barangay Estefania that aside from this sports center building construction, there are also other petty irregularities such as the acquisition of overpriced supplies and materials. And the village governments in Bacolod City do not have petty budgets but like other barangays, are budgeted in the millions. We are not also sure whether the budget for construction of a day-care center coming from mayor-elect Monico Pue-nevella’s previous congressional fund has been endorsed to Purok leaders for disposition. The last we heard about it, barangay officials have not given it to Purok leaders in the Arao area. Of course, these are the more serious concerns of barangay residents in Brgy. Estefania, of which no answer has been given yet. Now comes another baran-gay election, the residents in Barangay Estefania should take into consideration these issues. After all, there are many members of the intelligentsia, who cannot be bought with petty cash there. Tell you me. But, of course!
