CORRUPTION OF THE PRESIDENCY Like the other presidents before her, Gloria Macapagal Arroyo is also corrupt --- very corrupt. However, my idea of corruption includes not only presiding over corrupt government officials but also the act of raping the sovereign will of the People in 2004, as well as blocking the ensuing impeachment cases filed against her. But, under the circumstances, there is really no way to effectively charge Madam Gloria M. Arroyo of plunder because the major machineries of the government are under her control. For instance, the Ombudsman --- currently, an ombudswoman --- is her appointee. The Secretary of Justice, Raul Gonzales, who appears to be mentally problematic, is her appointee. The leading Supreme Court justices are her appointees. Indeed, most of the employees under the Executive Department are under her control. On the other hand, the officers of the PNP (Philippine National Police) and the AFP (Armed Forces of the Philippines) --- who are supposed to be the Constitutional protector of the people and the sovereignty of the State under Article II, Sec. 3 of the fundamental charter --- appear to be under the financial control and moral ascendancy of the “impostor-in-chief”. From the days of President Diosdado Pangan Macapagal to the present impostor-president Gloria Macapagal Arroyo, the growth of corruption increased beyond control. Since I returned to this country in 2001, there had been so many charges of corruption claiming the headlines of the national dailies that the also heavily corrupted prosecutorial arm of the government found difficult to handle all of them --- assuming that they are morally in a position to prosecute crooks like themselves. Let us consider some of the most corrupt agencies of the government: BUREAU OF CUSTOMS Most, if not all, Filipinos are aware that the Bureau of Customs is one of the most corrupt agencies of the government. Yet, to date, nothing has been done to purge this agency of its administrative impurities. As a result, hundreds of millions are stolen by Bureau of Customs employees. The fact is: it would be very difficult to find a former BIR employee who is very poor. Even the BOC janitors have become millionaires. BUREAU OF INTERNAL REVENUE This is also one of the dirtiest revenue-raising agencies of the government. Yet, again, nothing has been done to cleanse the institution. Consequently, hundreds of billions have been stolen from the People by BIR employees. Again, it would be difficult to find a former BIR employee who is not a millionaire or, at least, richer than other former government employees. OFFICES OF CITY AND PROVINCIAL PROSECUTORS These offices, which are under the DOJ, are also infested with hopelessly corrupt lawyers and employees. And it would be very hard, if not impossible, to find a “fiscal” in this country who can be considered very honest. PHILIPPINE NATIONAL POLICE Police Officers, especially those in major cities, are generally very corrupt. Their salaries are too low to support and sustain their families. Their only option is to steal from the people they are sworn to protect. COMMISSION ON AUDIT Only those who cannot pay are audited. In other words, the employees of this commission are also crooks. COMMISSION ON ELECTIONS This is the worst of all constitutional commissions in the Philippines. It is also one of the most corrupt. Under this commission, the Philippine public offices are being auctioned to the highest bidder. It has allowed citizens to sell their votes and elective candidates to buy said votes. The result is that we no longer have a Democracy. What we have is Money-talk-cracy. These are only some the corrupt agencies of the government. But, on top of the corruption of these governmental institutions, one should not overlook the masses. Let me explain. CORRUPTION OF THE MASSES Generally, the masses is the last bulwark of hope for vital societal changes and reforms. But the masses in the Philippines have been incurably corrupted. It is very corrupt. It is very very corrupt.
