COUNCILLORS IN MONZE ASK GOVT TO RELEASE CDF ON TIME. Civic leaders in Monze have bemoaned the levels of under-development in the district. The councilors were speaking Thursday at the Village Lodge during a workshop organized by the Jesuit Center for Theological reflection –JCTR-. They said existing infrastructure in the district is in a deplorable state, poverty levels are staggeringly high and illiteracy is widespread. The councilors from 18 wards in Monze district said despite receiving money for various community driven projects every year under the Constituency Development Fund (CDF), the money is never disbursed on time by the central government. They have said this has impacted negatively on the pace of development. Monze Urban Ward Councillor Barnabas Chiiya said the late disbursement of CDF makes it difficult for projects to be completed on time, creating a situation where projects take many years to complete. Mr Chiiya said this has created a situation where CDF funds continue to be channeled to the same projects. The Civic leaders have demanded that there be a specific date in the constitution when the central releases the CDF so that projects are started and completed on time.
