COUNT DOWN TO DECEMBER 15: BUSOGA DELEGATES (JINJA, IGANGA, KALIRO). Musinguzi Goodluck Kigezi news promised to publish a list of your official delegates as elected four years ago. Under normal circumstances of democracy the delegates cannot be changed by anyone except the people. Creation of the new list by RDCs as has been a case in some places is illegal and undemocratic. Find out whether your delegate has been accredited, Reach out to your delegate and let him/her know that Uganda is bigger than one individual. See attached for details Compare with RDCs List ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,, WHAT EVERY CANDIDATE MUST KNOW BEFORE DECEMBER -------------------------------------------------------------------------------------- 1). Your delegate should know that Ugandans need a new promise and relevant Agenda that answers our real challenges of Poverty, Hunger, unemployment, Diseases, Ignorance (skills). Your delegate should know that the future of our country depends on our actions today. 2). Your delegate should know that smooth and democratic succession is one sure way of ensuring sustainability of their party and peaceful nation. Ganging up against Hon. Mbabazi because he got presidential ambitions is killing democracy and setting our country on a wrong trajectory. 3) Your delegate should know that NRM caucus is not a party organ and therefore should be tasked to explain where they got powers to suggest and later popularise Kyankwanzi resolution as if it was a party resolution. Bahati and Team should face disciplinary action for usurping powers of delegates. 4) Your delegate should know that the money being given out with reckless abandon hurts our economy. The NRM treasury should explain where they are getting the money from but importantly the impact of such obscene monies on our economy [Your delegate could have received the money but let them know the cost] 5). The chairperson of the party is the busiest individual in the party not the Secretary General. Any amendments targeting the SG based on being busy should also target the Chairperson. The delegates should also know that in case of a vote of no confidence to SG for not establishing structures, the same should be extended to the chairman for not supporting the secretariat. Your Delegates should also know: 6) NRM cannot legally change its constitution without notifying the Electoral Commission (EC) [Section 11 of the Political Parties and Organizations Act]. NRM has not yet notified the EC yet its legal team is busy scrutinizing proposals by its members about possible constitutional changes. 7) NRM’s acting secretary general, Dorothy Hyuha is a civil servant (section 16 of the Political Parties and Organizations Act bars civil servants from participating in partisan politics). Hyuha is Uganda’s High Commissioner to Tanzania. The same applies to Matayo Kyaligonza (ambassador to Burundi) and Dennis Namara (presidential advisor and others). 8) Amending the party constitution to allow the president to appoint the SG is simply to disenfranchise members of their right and role in determining party leadership. It is also illegal to do so (refer to article 71: Constitution of republic of Uganda 1995). Yes, they can be paid millions to do this, but let them know that what they are selling selling is their right to determine the leaders they need in their party
