COUNTRY: KENYA EMPLOYER: BARCLAYS POSITION: Sourcing Manager Job Number: 00132804 Job Description Primary Location:Kenya Job Type:Permanent/Regular Deadline: 21 Nov 2013 Description Job Purpose The Global Procurement (GP) organization is responsible for managing the end to end sourcing process for all of Barclays Group, including ABSA Bank, Retail, Corporate, Investment and Wealth Banking. Sourcing is part of the COO team within Barclays Bank of Kenya Ltd (BBK) and is responsible for managing and negotiating all external spend in order to optimize supplier spend, balancing costs against service levels and risks for Barclays. Sourcing Manager delivering: - Sourcing strategies which leverage global/regional scale and drive excellence at country level - Delivery of fiscal targets – for their respective countries - Approved Product/Service Lists (PSL) for each sub-category for their respective countries - Ensure that formal contracts in place for all High and Medium and low risk high value, suppliers providing commercial rigour and - incorporating continuous improvement targets - Country level reporting against performance metrics at a sub-category, level - Compliance to Sourcing & Supplier Management Policy (SSMP) at a country level - Strong stakeholder relationships and senior engagement with local suppliers - Spend Influenced Business Management 40% - Develop sourcing strategies for BBK which are aligned to cluster business objectives/strategies delivering quantified benefits against performance metrics covering logistics, service, quality, cost, innovation and risk mitigation - Formally documented country level sub-category plans (1-2-3 years) in place including comprehensive business needs analysis with quantified targets - Complete and update formal monthly sub-category management information and performance metrics for BBK - Ensure all high and medium risk contracts have cost clarity and transparency to support MTP/STP development e.g. detailed line item unit costing and annual volumes - Drive supplier and product/service rationalization through cross-functional reviews with stakeholder/finance sign-off - Utilize appropriate technologies to conduct supply market research, analysis, evaluation etc. - Development of optimized sub-category supply base for BBK - Joint ownership of Approved Product/Service List (ASL) with BA regional sourcing team - Compliance with mandatory outputs within Sourcing & Supplier Management Policy (SSMP) - Effective communication plan including detailing of team responsibilities, engagement model, supply base, supplier capabilities, innovation sessions etc. utilizing multi-media Financial Management 10% - Assist the Head of Sourcing to ensure delivery of the BBK benefits targets - Assist the Head of Sourcing to develop and delivery of the country Procurement Plan - Identifying the target dependant deals within each Global Category Team and, with the assistance of the Head of Sourcing and closely monitoring and supporting the delivery of these deals - Managing team costs and budget (as directed by the Head of Sourcing) - Analyse spend and other data necessary to help look for opportunities to improve the cost, risk, service, income of BBK - Assist with preparation and delivery of BBK MI Stakeholder Management 25% - Develop stakeholder relationships and appropriate stakeholder maps are completed - Engage with business on as a client facing role to deliver projects - Work in conjunction with country leadership team to gain support for sourcing recommendations and more broadly act as a trusted commercial adviser. - Provide close support for individual business areas/projects with specific requirements assisting business to understand its full requirements, proposals from market place and cost analysis - Maintain excellent liaison with internal customers - Agree targets and take accountability for the overall achievement of the department for the customer experience based on internal satisfaction surveys Control 15% - Conduct appropriate annual contract audit and risk management activities ensuring contracts comply to all relevant Regulatory requirements along with Group Audit and CSR requirements - Work with Analytics team to develop appropriate performance metrics and sub-category scorecards for reporting in to clusters and senior management - Control financial commitments made by the Bank to vendors for the supply of goods and services - Ensure that all deals are conducted in compliance to control and governance framework - Report all late engagement of business on sourcing deals to stakeholders on a quarterly basis People Management 10% - Build and develop a high performing team through embedding performance development and coaching - Ensure that team members receive coaching and feedback to achieve their maximum potential - Discuss and finalise Performance Development Plans and ratings for all direct reports - Recommend reward allocations for all direct reports, including bonus and pay increases - Determine and manage Training Needs Analysis for team members by summarising needs identified during the quarterly performance development.
