COUNTY GOVERNMENT OF BUNGOMA ADDRESS BY H.E GOVERNOR KENNETH MAKELO LUSAKA (CBS) GOVERNOR BUNGOMA COUNTY EXECUTIVE RESHUFFLE 4th DECEMBER 2014 The socio- economic development of the people of Bungoma County and a stable political scenario remains the focus of my administration. As the first governor, I am keen to build a strong and sustainable foundation for the millions of livelihoods in Bungoma County through various development initiatives. To achieve this gains, my administration will continue to work in collaboration with the people of Bungoma, the National government, the private sector and civil society- because we stand not to achieve much alone. Success as we all know is selective, and priority setting must be goal oriented. Consequently, we continually reevaluate and monitor our progress occasionally shifting the goal post. In light of this, I have restructured my administration at the executive branch. The new structure aims at enhancing service delivery in line with the aspirations and needs of the people as envisaged in my manifesto and aware of the ever- changing needs in society. Markedly, our first year in office largely focused on structural formation and has provided us with an extensive experience that brings on capacity building and best practices that can deliver local solutions. Partnerships have been established, mergers formed and opportunities exploited that will transform our county. As we seek to enhance efficiency in service delivery, cost implications must be upheld that espouse the prudent management of public funds. Subsequently, the new structure will strengthen existing institutions and systems thereby curbing any self-enclosed areas of influence and corruption. Recent reports indicate that our county is adversely affected by poverty and unemployment. To end the extreme poverty using the resources at our disposal, the development initiatives towards economic growth must be managed within our social institutions in line with our cultural values recaptured within my new structure. In the new structure, units that require periodic but specialized attention have been seconded directly to my office under the department of Special Programs. These units include the Disaster management, Sustainability, Resource Mobilization & Partnerships, M & E Unit, and Climate change. These units will work closely with line ministries, directorates and state agencies to ensure that emerging challenges that could otherwise affect livelihoods and food security are accorded special intervention from internal preparedness mechanisms. Overall, the new structure will enhance an integrated system that gives prominence and merges related devolved functions outlined in Schedule (CoK2010) for operationalization equally capturing concurrent functions with the National government to ensure effective implementation of national policies (Vision 2030 et al) and complementarity. At this point, I wish to thank the National government for it’s continued support through various programs in the departments of Agriculture, Health, Roads, Environment, Education, Culture, Natural resources, Tourism, Gender and Youth. Finally, the restructuring plan has incorporated performance measurement both at the short term, mid and long term for efficiency, enhanced productivity and utilization of resources. It is said that what cannot be measured cannot be managed- in this regard, we have introduced an electronic system of monitoring, measuring and managing both individual performance, ministerial performance and the comprehensive county performance against the CIDP. This is to enhance transparency and accountability to the people of Bungoma by my administration. Martin Luther once said, ”the time is always ripe to do right” and for my administration, this is the time to make a difference in the lives of the people of Bungoma County. Taking note of my development agenda that is driven by infrastructure development, access to good and quality healthcare, education, employment creation, cultural and tourism development and sustainable utilization of our resources whilst protecting our environment for our youths, women and future generation. In order to keep the momentum of change in play, enhance efficiency and effective service delivery to meet the ever growing expectation of our people, I hereby make the following changes: The ministries will be as follows: 1. Ministry of Finance and Economic Planning; 2. Ministry of Roads, Transport, Infrastructure and Public Works; 3. Ministry of Gender and Culture; 4. Ministry of Environment, Natural Resources, Water and Tourism 5. Ministry of Education, Youth and Sports; 6. Ministry of Public Administration; 7. Ministry of Agriculture, Livestock, Fisheries and Co-operative Development; 8. Ministry of Trade, Lands, Urban / Physical Planning, Energy and Industrialization; 9. Ministry of Health Minister: Stephen Kokonya Chief officer: Bernard Mureka In order to bolster the coordination of Public Service Management, and to be in tandem with the on-going Capacity Assessment and Rationalization of the Public Service (CARPS), the following directorates shall be the office of the County Secretary and Head of the Public Service: i. The directorate of Human Resource Management and Development ; ii. The directorate of Legal Services and Cabinet Affairs; iii. The directorate of ICT, Records and Information Management; and iv. The directorate of Inspectorate and Enforcement. To enable my office to be more functional, meet high expectations of the people of Bungoma and address a number of emerging socio-economic and political issues effectively and efficiently, I have put in place a Monitoring and Evaluation Unit that will assess progress of my government. The following changes will also take place: 1. Roselyne Omollo who has been my Political Adviser, is now the Liaison Resource Mobilization and Partnership Adviser in my office. Wanyonyi Buteyo becomes the Political Adviser in my office; 2. Julius Bakasa is the head of Special Programmes Unit, in an acting capacity pending regularization by the County Public Service Board; 3. Moses Wafula who has been the avting Events Organizer will now double up responsibility as the Head of Protocol and Events Organize in acting capacity pending regularization by CPSB. He will be assisted by Kenneth Pkania and Catherine Nabutola. 4. Donald Walucho will be in charge of Logistics in my office. 5. Noellah Musundi will continue to head the Communication directorate and will be assisted by Simbi Kusimba. Rosemary Wachiye moves to the Deputy Governor’s office ; and lastly 6. Joseph Mbwiga will be in charge of my security detail and escort. He will be assisted by David Masinde. These changes take effect immediately upon this pronouncement. H.E.
