(CPV) - Four pilot communes from Trieu Son district, Thanh Hoa province have benefited from the Social Risk Funds (SRF) in cooperation with the project “Support for social protection in Vietnam”. Since 2008, SRF have been piloted in Trieu Thanh and Tho Son communes within the framework of the Vietnamese-German Development Cooperation’s project “Support for social protection in Vietnam“, which is run by the Ministry of Labor, War – Invalids and Social Affairs and GIZ. After more than five-year of operations, the commune authorities, who also form the SRF Management Board, are able to effectively and independently self-manage the SRFs. The idea behind the SRF is to design a community-based mutual help model that helps households to cope with unexpected risks as well as to overcome daily risks. Such support contributed to an increase in the usage of health care cards, especially for those living in the pilot locations. Apart from hospital fees and medical expenses, patients must pay for traveling cost and for care-givers. Those costs normally exceed the pocket of patients. “SRFs is an initial step to raise public awareness on micro insurance, so-called Pay-As-You-Go schemes. A significant recommendation to localities is to think about the integration of similar micro insurance models into social assistance to ensure the sustainability of these programs”, according to the Department of Labor, War-Invalids and Social Affairs of Thanh Hoa province./.
