CSAT MY VIEW.... The current Civil Services Preliminary (CSP) pattern with both General Studies (GS) and Aptitude (CSAT) papers is relevant. However there is an issue that there is no parity in weightage across both papers for a candidate’s selection. The two main problems are: 1. A candidate with a high score like 190/200 in CSAT needs just 30/200 marks in GS to get selected. GS which should be the yardstick for a civil services candidate is not given the required importance. ( The reverse case of high GS score is very rarely found since 2011) 2. CSP has in a huge way become out of the reach of students from rural/non English medium/non exposed to aptitude solving backgrounds. Such students are not able to withstand the competition. The CSP need not be inclusive but it should at the least be within the reach of all and not just the elite. A balancing act needs to be done and there is an immediate need to address the concerns of the large number of aspirants from all across India and not just North India. A few modifications in the current pattern can solve most of the current problems that have led to the huge student unrest. a. Instead of altogether scrapping CSAT, it can be made as a qualifying paper and the candidates can be selected for Main Exam based on their GS score. b. Translation for questions can be in regional languages. In such a case the translation should be in comprehendible and widely used words and not in pure literary words. Otherwise the whole purpose of translation will be lost. I sincerely hope that the UPSC will optimistically respond to the voices from all over India and take steps to make Civil services a level playing field for aspirants.
