CSU inks MOA with LGU Tuguegarao by: Chirbet A. Miguel Events and communications Office To formalize and strengthen the partnership between Cagayan State University and the Local Government Unit of Tuguegarao City, a Memorandum of Agreement was signed on June 25, 2014, Tuesday, at the Tuguegarao City Hall. The event was attended by Hon. Mayor Jefferson Soriano, Vice Mayor Engelbert C. Caronan, CSU President Dr. Romeo Quilang, VP for Research and Extension Dr. Jose Guzman, CEO of Carig Campus, Dr. Archimedes C. Articulo, Dean Buencamino Martin of the College of Engineering, Dean Aniceto Udanga of the College of Arts and Sciences and Dean Edison Bravo of CICS. The MOA details the collaboration of both parties in the following programs: Environmental Protection and Greening Program, Health Fitness and Sports Development, Traffic Management, Organic and Urban Farming, Ibanag Museum and the Center for Cagayan Studies, Policy Review Center, Character First Program, Engineering and Architectural Consultancy, and City Disaster Risk Management Program. Heeding to the call to action on environmental protection, the city government of Tuguegarao, in partnership with CSU Carig Campus, targets the implementation of solid waste management and the reduction of waste volume through strategic measures like composting, recycling, reuse and recovery. The Health Fitness and Sports Development Program is the government’s means to address the challenge of improving health and welfare of the people of the city. This program brings forth new perspective to exercise, fitness and physical activity by shifting the focus from intensive vigorous exercise to a broader range of health-enhancing physical activities. The Traffic Management Program seeks to develop and enhance existing traffic control systems and adopt best practices from other cities. This is done in response to the demands of the urbanization of the city. In order to highlight the benefits of Organic Agriculture, the program on Organic and Urban Farming was conceptualized. This program aims to help farmers and the agriculture sector in the city to build sustainable organic farms through strong integrated pest management and enhancement of farming facilities. The partnership will strengthen the government’s effort to preserve the rich heritage of the Ibanag culture through the creation of the proposed Center for Cagayan Studies and the Ibanag Museum. The establishment of these will help convene scholars, researchers, members of the academe and residents of the city and share knowledge and information on the rich culture of Cagayan. The Policy Review Center is a program that evaluates, comments and strategically peruse the present ordinances, policies and programs of the LGU and provide inputs to the local policy makers. This program provides check and balance through a series of evaluation, revision, amendment and review of the policies by an independent and impartial body. The approval of the City Ordinance No. 4 of 2013 known as the “Ordinance Adopting the Character City Program and Declaring Tuguegarao City as the City Character,” led to the partnership of CSU and LGU Tuguegarao. This partnership will localize the adoption of the ordinance by conducting workshops aimed to re-engineer the human character by involving the various sectors of the society. In order to cater to the aesthetic and structural concerns of the city, a program: Engineering and Architectural Consultancy, was conceptualized. This program shall allow the public to take advantage of the services of select and pre-identified consultants from the College of Engineering. The collaboration of the city and the university would allow the creation of a comprehensive City Disaster Risk reduction Management Program through the systematic efforts to analyze and reduce the factors of disasters. A provision in the Memorandum of Agreement signed between the two parties also allows for the conduct of any projects or programs that will be conceptualized in the future by the parties involved. The partnership has created a Technical Working Group and its composition who will work to ensure successful implementation of the above mentioned programs. Moreover, a separate technical working group will be created for each program who will finalize the details of the program and prepare the necessary framework for its implementation. This undertaking clearly manifests the strong desire of Cagayan State University Carig Campus to actively participate in helping build a better Tuguegarao City.
