BOX 10-0277 1000 MONROVIA 10, LIBERIA WEST AFRICA Office of the Vice President for Public Relations November 4, 2013 VACANCY ANNOUNCEMENT The public is informed that Cuttington University is seeking applications from qualified individuals to serve as Chief Accountant, Budget Accountant, and a Book Keeper at the University main campus in Suakoko, Bong County. Duties and Responsibilities of Chief Accountant Supervise all accountants assigned to the Account Department including Senior Accountant, Junior Accountant, Account I, Account II, Budget Account, Administrative Finance Assistant/University Farm, Graduate School Accountant, and Campus School Accountant; 1. Ensure the complete payment of fees by all students attending the University and the issuance of cash payment receipts; 2. Post all check disbursements; 3. Perform routine checks of postings to verify the equality of the trial balance; 4. Work along with the budget accountant to ensure timely preparation of the annual budget; 5. Approve petty cash disbursement vouchers and verify check disbursement vouchers; 6. Maintain fixed assets register for all fixed assets of the University; 7. Supervise the disbursement of monthly payroll and ensure timely preparation of payroll report; 8. Ensure timely preparation of daily petty cash disbursement report for submission to the comptroller; 9. Prepare weekly schedule of accounts payable; 10. Supervise the registration process and ensure that registration statistical report is promptly prepared; 11. Ensure that monthly bank reconciliation is prepared on time; 12. Perform other duties that may be assigned by the Comptroller and the President of Cuttington University. Budget Accountant The duties and responsibilities of Budget Accountant include but not limited to the followings: 1. Assist the controller in crafting the fiscal budget of the university. 2. Compile and analyze accounting records and other data to determine the financial resources required to implement the budget or other programs. 3. Analyze monthly department budgeting and accounting records for mainly expenditure controls. 4. Direct the preparation of the university fiscal budget through the inputs and consultation with officers of the three campuses (main campus, Graduate School and Kakata Junior College). 5. Direct the preparation of special budget reports. 6. Summarize budgets and submit recommendations for the approval or disapproval of funds requests. 7. Perform cost-benefits analyses to compare operating programs, review financial request, and explore alternative financing methods. 8. Match appropriations for specific programs with appropriations for broader programs including items for emergency funds. 9. Provide advice and technical assistance with cost analysis, fiscal allocation and budget preparation. 10. Prepare department budget performance as a way of expenditure controls and advise the department heads accordingly. 11. Perform any other function as deemed necessary by the Controller or the President of Cuttington University. Bookkeepers Duties and responsibilities include, but not limited to the following: 1. Process receipts for all funds received by Cuttington University; 2. Prepare receipt journal or daily cash receipt reports; 3. Assist the reconciliation Accountant in preparing bank reconciliation for all Cuttington University bank accounts; 4. Assist in the registration process at the beginning of each semester; and 5. Perform other duties as may be assigned by the Comptroller and the President of Cuttington University. Person specification We seek individuals who work professionally and effectively with diverse individuals, possess effective interpersonal, written and verbal communication skills and have the ability to contribute positively to the academic success of the mission of Cuttington University. Qualification includes: Candidates for the positions of Chief Accountant, Budget Accountant should have a B.Sc. or Master’s degree, Four (4) to five (5) years of working experience in such fields from recognized institutions and candidates for the position of Book Keeper should obtain a B.Sc. degree.
