Cabinet Secretaries Should Appear in Bunge... We have had a hot debate today on the matter of Cabinet Secretaries Appearing in Bunge Committee of General Oversight to answer questions sought by Mps. It was interesting in the morning when CS Charity Ngilu appeared but CS Kaimenyi and CS Ole Lenku did a vanishing act when they should have been waiting for their hour! I made contribution on reasons why this move was important: 1. Accountability is a critical national value in Art 10 - it is ironical to use the New Constitution to escape accountability eg Governors 2. Our colleagues Chairs of Committees bring unsatisfactory answers EG When I asked about Provision of Sanitary Pads to school girls in Nyeri, my Pal Hon Wanjiru the Chair of Education Committee was given an answer by the Ministry that 23,000 girls have been beneficiaries, I was in shock - I have not been to any school in Nyeri where they have admitted receiving the sanitary towels - of all my days in Nyeri I have not met 1 of the 23,000 beneficiaries! I couldnt question Hon Wanjiru on when where how the sanitary pads were distributed - this is a question for CS Kaimenyi including quality and how the 400 million allocated was spent. 3. Audit is a postmortem process - It comes late and is not similar to real time evaluation of projects of programmes their impact and distribution etc 4. The Technocrat CS should perform and be seen to perform and confirm to everyone especially the Politicians who want Cabinet Secretaries drawn from Bunge that Cabinet Secs who are not political are the best for Kenya. 5. We in Jubilee need to continuously know and show what the Govt is doing to meet challenges nationally EG Mandera Al Shabab attacks, Turkana hunger victims etc - Even if Im not from those counties Im interested in the answers as a Kenyan. 6. Katiba is not a text book - it is a living document - a means to an a end - a means to a better Kenya with higher economic growth and development - It must be interpreted purposively - Kenyans care about devt and want to see what Govt is doing. Let the Cabinet Secs come to Bunge and answer Questions before all Mps and the Country at large - they will do well...
