Cabinet approves creation of admin units in left-out areas • Establishment of 826 health centres, financial package for PaK refugees for submission to GoI, rise in RMA in police • Past service of migrant substitutes to be counted for pensionary benefits • B R Sharma promoted to fixed scale of IAS Rising Kashmir News Srinagar, Oct 16: The state cabinet Thursday approved creation of nine sub-divisions, 50 tehsils, 99 niabats and 63 CD blocks on the recommendations of the expert committee, led by Khurshid Ahmed Ganai, constituted to examine the feasibility/demands for creation of new administrative units in the left out areas. The cabinet, which met under the chairmanship of Chief Minister, Omar Abdullah, also approved the establishment of 826 new Sub-Centres in the State under the National Health Mission and hiring of 676 ANMs for these Sub-Centres in the first instance at the rate of Rs.12000/- p.m, as admissible under National Health Mission. The Cabinet approved Up-gradation of 371 sub-centres to the level of NTPHCs, establishment of 87 new ISM dispensaries, creation of 458 (371 Allopathic + 87 ISM) Assistant Surgeons / Medical Officers in the pay band of Rs.9300-34800 + grade pay Rs.5400 besides hiring of 1284 Casual Workers to work as Nursing orderlies for the newly upgraded/opened health institutions on the notified minimum wages. The Cabinet also approved the financial package for a one-time full and final settlement of the bonafide state subject PaK-displaced and Chhamb-displaced persons for being recommended to Government of India (GoI). The proposal includes providing funds to the tune of Rs. 9096 crore for payment of compensation as one time settlement in favour of 36384 PaK/ Chhamb families @Rs. 25 lakh per family. It further accorded sanction to the enhancement of Ration Money Allowance (RMA) from Rs. 600 to Rs. 800 per person per month w.e.f. 01.07.2014 to 31.03.2015 and from Rs. 800 to 1000 per person per month wef. 01.04.2015 in respect of such non-gazetted police personnel (Follower to inspector) who are in receipt of Ration Money Allowance in terms of Government order Home-177 of 2008 dated 19.03.2008. The cabinet also accorded sanction to the promotion of B R Sharma, Principal Secretary Planning and Development Department to the fixed scale of IAS (Rs. 80,000/-) wef the date Khurshid Ahmed Ganai, demits office as Financial Commissioner, Industries and Commerce Department. Consequent upon his promotion to the fixed scale of IAS, B R Sharma shall be designated as Financial Commissioner, Planning and Development Department. It further accorded sanction to the counting of past service, rendered by the migrant substitutes prior to their regularization, for the purpose of pensionary benefits only, provided that the total qualifying service shall not exceed 28 years. The Cabinet also gave nod to establishment of Tehsil Social Welfare Office, Srinagar (North) and Tehsil Social Welfare Office, Bani Kathua with the creation of four posts of various categories for each office.
