California Medi-Cal reimbursement rates are on average only 43% of Medicare rates for primary care services. This is one of the LOWEST reimbursement rates in the country. The Affordable Care Act addresses this issue by creating a two year Medicaid pay bump for certain primary care services for millions of low income individuals newly eligible for Medicaid covered care. Without Congressional action, this pay bump expires on December 31, 2014. Additionally, the way that the current pay bump is structured, disadvantages women – many of whom prefer to see their trusted OB-GYNs to access primary and preventive care services. I spoke on the House floor last night to demand that we extend the Medicaid pay bump past 2014, and officially include OB-GYNs as primary care providers, to protect healthcare for ALL of our low income constituents. https://youtube/watch?v=c3rkTsmWs4o&feature=youtu.be
