A black gentleman went to a local unemployment office to sign up for benefits and or to look for a job. he filled out all of the paperwork and took it up to the counter.The Clerk handed him a piece of paper with this code written on it HYBARTPCM and told him to return to the office on Monday and be ready to go to work. He went home and showed his wife the dispatch ticket Together they decoded the message to read as followes. HAWAII BAR TENDER TOP PAY COMPENSATION AND MORE. The black man returned on Monday all dressed up with his travel bags packed and ready to go. The lady at the desk said this ticket means HAVE YOU BLACK ASS READY TO PICK COTTON MONDAY.
